Abstract

Facing the new normal situation and improving the quality of service amid the Covid-19 conditions, the Directorate General of Immigration issued an Eazy Passport service policy. The implementation of Eazy Passport service activities is regulated in the Director General of Immigration Circular Number IMI.1060.GR.01.01 of 2020 concerning Eazy Passport Services. In this case the author is interested in researching: How is the Implementation of the Eazy Passport Service at the Non-TPI Class I Immigration Office in Tangerang City in Realizing Non-Tax State Revenue based on Law Number 9 of 2018 concerning Non-Tax State Revenue? and What are the obstacles to the Eazy Passport Service at the Immigration Office Class I Non-TPI Tangerang City in Realizing Non-Tax State Revenue? The theory used in this research is Public Service Theory and Legal Effectiveness Theory. The research method used is empirical juridical by looking at a legal reality. The data used in this research is in the form of secondary data, namely laws and regulations and primary data in the form of interviews with one of the Tangerang City Immigration parties to complete empirical juridical data and are analyzed descriptively analytically. The results of this study, in its application at the Class I Non-TPI Immigration Office in Tangerang City, the implementation of the Eazy Passport service has been carried out properly. 3 indicators to measure the effectiveness of a service, namely Goal Achievement, Integrity, Adaptation, the eazy passport service carried out by the Tangerang City Immigration Office has fulfilled these three indicators so that the eazy passport service is effective enough so that it can increase PNBP. Obstacles in the Eazy Passport Service are related to technical matters such as unstable internet network, technical problems, in this component the obstacles that are often faced by the Immigration Office Class I Non TPI Tangerang, namely a system that is useful for storing data on passport applicants, errors often occur. Researchers suggest that in order to support the smooth running of these activities, equipment, supplies and determination of service locations must be carefully prepared in order to minimize unexpected obstacles or obstacles that may occur in the field.

Additional Information: Menghadapi keadaan new normal serta meningkatkan kualitas pelayanan ditengah kondisi Covid-19 Direktorat Jenderal Imigrasi mengeluarkan kebijakan layanan Eazy Passport. Pelaksanaan kegiatan layanan Eazy Passport diatur dalam Surat Edaran Direktur Jenderal Imigrasi Nomor IMI-1060.GR.01.01 Tahun 2020 tentang Layanan Eazy Passport. Dalam hal ini penulis tertarik meneliti tentang: Bagaimana Pelaksanaan Pelayanan Eazy Passport pada Kantor Imigrasi Kelas I Non TPI Kota Tangerang dalam Mewujudkan Penerimaan Negara Bukan Pajak berdasarkan Undang Undang Nomor 9 Tahun 2018 Tentang Penerimaan Negara Bukan Pajak? dan Bagaimana hambatan Pelayanan Eazy Passport Pada Kantor Imigrasi Kelas I Non TPI Kota Tangerang Dalam Mewujudkan Pendapatan Negara Bukan Pajak? Teori yang digunakan dalam penelitian ini adalah Teori Pelayanan Publik dan Teori Efektivitas Hukum. Metode penelitian yang digunakan adalah yuridis empiris dengan melihat sesuatu kenyataan hukum. Data yang digunakan dalam penelitian ini berupa data sekunder yaitu peraturan perundang-undangan dan data primer berupa wawancara dengan salah satu pihak Imigrasi Kota Tangerang untuk melengkapi data yuridis empiris serta dianalisis secara deskriptif analitis. Hasil dari penelitian ini, Dalam penerapannya di Kantor Imigrasi Kelas I Non TPI Kota Tangerang, implementasi layanan Eazy Passport telah dilaksanakan dengan baik. 3 indikator untuk mengukur efektifitas sebuah pelayanan, yaitu Pencapaian Tujuan, Integritas, Adaptasi, layanan eazy passport yang dilakukan oleh kantor Imigrasi Kota Tangerang sudah memenuhi ketiga indikator tersebut sehingga layanan eazy passport ini sudah cukup efektif sehingga dapat meningkatkan PNBP. Hambatan dalam Pelayanan Eazy Passportini berhubungan dengan hal-hal teknis seperti jaringan internet yang tidak stabil, masalah tekhnik, pada komponen ini kendala yang sering dihadapi oleh Kantor Imigrasi Kelas I Non TPI Tangerang yaitu sistem yang berguna untuk menyimpan data pemohon paspor sering terjadi error. Saran peneliti dalam rangka mendukung kelancaran dari kegiatan tersebut, peralatan, perlengkapan dan penetapan lokasi pelayanan harus dipersiapkan secara matang agar meminimalisir kendala ataupun hambatan yang tidak terduga yang mungkin terjadi di lapangan.
