Abstract
This Final Project report aims to determine the mechanism for collecting transfer fees for motorized vehicles at the Serang City Samsat and to determine the factors that hinder the collection of transfer fees for motorized vehicles at the Serang City Samsat. The method used in this research is descriptive by identifying the collection of transfer fees for motorized vehicles at the Samsat of Serang City, collecting data using observation, interviews and documentation. The type of data used is primary data, namely data sources that directly provide data to data collectors, researchers must collect them directly, namely from interviews conducted at the Samsat Serang City. While secondary data is a source that does not directly provide data to data collectors. This research is also based on the theory listed on the official Samsat website, the Regulation of the Indonesian National Police Number 7 of 2021 and the Regional Regulation of the Province of Banten Number 4 of 2019. The result of this final report is that the mechanism for collecting transfer fees for motorized vehicles at the Serang City Samsat is in accordance with the regulations of the Republic of Indonesia National Police Regulation Number 7 of 2021 concerning Registration and Identification of Motorized Vehicles and the Regional Regulation of Banten Province Number 4 of 2019 concerning Regional Taxes. , it's just that there are still many people who do not know how the mechanism is implemented by the One-Stop Administration System in Serang City and the inhibiting factors for collecting Motor Vehicle Transfer Fees due to lack of knowledge from the public regarding the Mechanism of Transfer of Names for Motorized Vehicles and the lack of socialization by the Administration System. One Roof Manunggal (SAMSAT) Serang City.

Metode yang digunakan dalam penelitian yaitu bersifat deskriptif dengan mengidentifikasi pemungutan Bea Balik Nama Kendaraan Bermotor pada Samsat Kota Serang, pengump ula n data menggunaka n observasi, wawancara serta dokumentasi. Jenis data yang digunakan adalah data primer yaitu sumber data yang langsung memberika n data kepada pengumpul data, penelit i harus mengumpulkannya secara langsung yaitu berasal dari wawancara yang dilakukan di Samsat Kota Serang. Sedangkan data sekunder adalah sumber yang tidak langsung memberikan data kepada pengumpul data. Penelitian ini juga berdasarkan pada teori yang di cantumkan dalam website resmi samsat, Peraturan Kepolisian Negara Republik Indonesia Nomor 7 tahun 2021 dan Peraturan Daerah Provinsi Banten Nomor 4 Tahun 2019. Hasil dari Laporan Tugas Akhir ini adalah Mekanisme pemungutan Bea Balik Nama Kendaraan Bermotor pada Samsat Kota Serang sudah sesuai dengan peraturan Peraturan Kepolisian Negara Republik Indonesia Nomor 7 tahun 2021 tentang Registrasi dan Identifikasi Kendaraan bermotor dan Peraturan Peraturan Daerah Provinsi Banten Nomor 4 Tahun 2019 tentang Pajak Daerah, hanya saja masih banyak masyarakat yang belum mengetahui bagaimana mekanisme yang diterapkan oleh Sistem Administrasi Manunggal Satu Atap Kota Serang dan Faktor-faktor penghambat pemungutan Bea Balik Nama Kendaraan Bermotor disebabkan kurangnya pengetahuan dari masyarakat terkait Mekanisme Bea Balik Nama Kendaraan Bermotor dan kurangnya sosialisasi oleh Sistem Administrasi Manunggal Satu Atap (SAMSAT) Kota Serang. | |||||||||
