Abstract
This research was motivated by several problems in the implementation of the KUBE program in Tigaraksa District, Tangerang Regency, including limited assistants, socialization programs were still low, coordination between parties had not gone well, and some members did not play an active role. This study aims to describe how the joint business group program is implemented in Tigaraksa District, Tangerang Regency. The theory used in this study is the theory of policy implementation according to Van Metter and Van Horn. This research is a descriptive qualitative research approach. The results showed that the implementation of the joint business group program on goat farms in Tigaraksa District, Tangerang Regency, had not proceeded according to the stated goals. This is due to limited budget to recruit and form assistants in particular, lack of involvement between parties to disseminate information on KUBE assistance, monitoring is not carried out regularly, members are not serious about running a business due to the type of business that is not in accordance with their abilities. So that it is necessary to add additional resources, optimize communication and coordination between related parties and structuring the type of assistance that is expected to be carried out in a bottom-up manner or in accordance with the needs of the community.

| Additional Information: | Penelitian ini dilatar belakangi oleh beberapa masalah dalam pelaksanaan program KUBE di Kecamatan Tigaraksa Kabupaten Tangerang diantaranya adalah keterbatasan pendamping, sosialisasi program masih rendah, koordinasi antar pihak belum berjalan baik, dan beberapa anggota tidak berperan aktif. Penelitian ini bertujuan untuk mendeskripsikan bagaimana implementasi program kelompok usaha bersama di Kecamatan Tigaraksa Kabupaten Tangerang. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan menurut Van Metter dan Van Horn. Penelitian ini merupakan penelitian deskriptif pendekatan kualitatif. Hasil penelitian menunjukkan bahwa Impelementasi Program Kelompok Usaha Bersama (KUBE) Ternak Kambing di Kecamatan Tigaraksa Kabupaten Tangerang belum berjalan sesuai dengan tujuan yang sudah ditetapkan. Hal ini dikarenakan keterbatasan anggaran untuk merekrut dan membentuk pendamping khusus, kurangnya keterlibatan antar pihak untuk menyebarkan informasi bantuan KUBE, pengawasan tidak dilakukan secara berkala, belum adanya keseriusan anggota dalam menjalankan usaha dikarenakan jenis usaha yang tidak sesuai kemampuan mereka. Sehingga dibutuhkan penambahan sumber daya pendamping, mengoptimalkan komunikasi dan koordinasi antar pihak yang terkait serta penentuan jenis bantuan diharapkan dilakukan secara bottom-up atau sesuai dengan kebutuhan masyarakat. | |||||||||
