Abstract
Hendra Ramadhan, 080382. SKRIPSI. Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial Dan Ilmu Politik, Analisis Implemetasi Peraturan Daerah Kota Serang Nomor 2 Tahun 2010 Tentang Pencegahan, Pemberantasan, dan Penanggulangan Penyakit Masyarakat. (Studi Kasus Pengemis di Kota Serang). Kata Kunci : Analisis, Implementasi Peraturan Daerah, Penyakit Masyarakat Dalam Implementasi Peraturan Daerah Kota Serang Nomor 2 Tahun 2010 Tentang Pencegahan, Pemberantasan dan Penanggulangan Penyakit Masyarakat, terdapat adanya kendala yang belum terselesaikan. Adapun kendala dalam Implementasi Peraturan Daerah ini, karena belum ditegakan Perda, yang menyebabkan masyarakat Kota Serang masih memberikan uang santunan ditempat umum, selanjutnya belum ada fasilitas yang mendukung pelaksana kebijakan, seperti belum adanya karantina untuk menampung serta memberikan penyuluhan kepada para Penyandang Masalah Kesejahteraan Sosial, kemudian sosialisasi tentang adanya Perda Kota Serang Nomor 2 Tahun 2010 yang dilakukan oleh pelaksana kebijakan belum baik. Sehingga, menyebabkan para Penyandang Masalah Kesejahteraan Sosial seperti pengemis semakin menjamur di Lampu Merah Kota Serang. Penelitian ini merupakan penelitian Analisis dengan menggunakan metode penelitian kualitatif serta menggunakan teori Merilee S. Grindle untuk mengetahui sejauhmana Content of Policy dan Context of Policy ini dapat berjalan, sesuai apa yang diharapkan dengan adanya Peraturan Daerah Kota Serang No 2 Tahun 2010.

This study is an analysis of studies using qualitative research methods and use the theory Merilee S. Grindle’s to know how far the Content of Policy and Context of Policy this can walk, according to what is expected by the Regulation Urban of Serang No. 2 of 2010. |
