Abstract
Tangerang Regency as the largest area in the Greater Tangerang area has cases of improper handling of electronic waste carried out by the community without knowledge and also supporting tools. This policy regarding the handling of electronic waste has been regulated in Government Regulation Number 101 of 2014 concerning Management of Hazardous Waste with derivative rules regarding the recovery of contaminated land in the form of Regulation of the Minister of Environment and Forestry Number 101 of 2018 concerning Guidelines for the Recovery of Land Contaminated with Hazardous Waste. The Tangerang Regency Government and EwasteRJ collaborated on an electronic waste collection program. The purpose of this study was to determine the implementation of the electronic waste collection program carried out by the Tangerang Regency Government and EWasteRJ. In this study, the author uses George Edwards III's theory of Policy Implementation by using qualitative research methods. The results of this study conclude that the electronic waste collection program in Tangerang Regency has not been implemented effectively in accordance with Edward III's policy implementation measurement indicators, namely communication, resources, disposition, and bureaucratic structure. Still found some shortcomings such as; the implementation of the ideal form of communication, both internal and external, the absence of a Standard Operating Procedure (SOP), financial resources that have not been covered by the regional budget, inadequate human resources for the implementor, the plan to expand to 29 sub-districts has not been implemented, and exclusive programs because it only makes the middle class and above as the main target of the program. This has led to a lack of successful implementation of the e-waste collection program.

| Additional Information: | Kabupaten Tangerang sebagai wilayah yang paling luas di daerah Tangerang Raya memiliki kasus penanganan sampah elektronik yang kurang tepat yang dilakukan oleh masyarakat tanpa adanya pengetahuan dan juga alat-alat penunjang. Kebijakan mengenai penanganan sampah elektronik ini sudah diatur dalam Peraturan Pemerintah Nomor 101 Tahun 2014 Tentang Pengelolaan Limbah Bahan Berbahaya dengan aturan turunan mengenai pemulihan lahan terkontaminasi berupa Peraturan Menteri Lingkungan Hidup dan Kehutanan Nomor 101 Tahun 2018 Tentang Pedoman Pemulihan Lahan Terkontaminasi Limbah B3. Pemerintah Kabupaten Tangerang dengan EwasteRJ melakukan kolaborasi dalam program pengumpulan sampah elektronik. Tujuan dari penelitian ini adalah untuk mengetahui implementasi program pengumpulan sampah elektronik yang dilakukan oleh Pemerintah Kabupaten Tangerang dan EWasteRJ. Dalam penelitian ini penulis menggunakan teori Implementasi Kebijakan milik George Edwards III dengan menggunakan metode penelitian kualitatif. Hasil penelitian ini menyimpulkan bahwa program pengumpulan sampah elektronik di Kabupaten Tangerang belum terlaksana secara efektif sesuai dengan indikator pengukuran implementasi kebijakan milik Edward III yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Masih ditemukan beberapa kekurangan seperti; belum terlaksananya bentuk komunikasi yang ideal baik komunikasi internal maupun eksternal, belum adanya Standar Operatingl Procedure (SOP), sumber daya finansial belum ter-cover APBD, sumber daya manusia implementor belum memadai, belum terlaksananya rencana pelebaran ke 29 kecamatan, dan program yang bersifat eksklusif karena hanya menjadikan masyarakat kalangan menengah keatas sebagai sasaran utama program. Hal ini menyebabkan kurangnya keberhasilan implementasi program pengumpulan sampah elektronik. | ||||||
