Abstract
ABSTRACT Desi Marlina. NIM : 7775180016. Evaluation of the Implementation Work Plan of the Serang City Regional House of Representatives in 2019. Thesis. Master of Public Administration Study Program. Pascasarjana. University of Sultan Ageng Tirtayasa. 2021. The Work Plan of the Dewan Perwakilan Rakyat Daerah (DPRD) does not only contain planning for program activities but is also a manifestation of the implementation functions, that are the function of formatting the regional regulations, budget function, and monitoring function. However, in 2019 there were presidential and legislative elections held simultaneously for the first time in Indonesia. Logically, this will have an impact on the leaders and members of the DPRD who are the region political actors in carrying out their duties and functions as specified in the work plan. Moreover, in that year there were two periods of DPRD membership, that is the 2014-2019 term and the 2019-2024 term. This research aims to evaluate the implementation work plan of the Serang City DPRD in 2019 which is focused on the implementation of the program activities and functions. Researchers use evaluative research design with a qualitative descriptive approach which was developed based on the evaluation criteria presented by William N. Dunn. The findings of this study explain that the work plan activity program is carried out according to the schedule set by the Serang City DPRD Deliberation Board by considering the election stages of the KPU and adjustments to the political agenda of the leaders and members of the DPRD. Meanwhile, in the implementation of DPRD functions in 2019, the weakest function is the monitoring function. This is because the monitoring that has been evaluated so far is a field visit activity or often also called an inspection. Whereas monitoring can also take the form of work meetings, meetings to discuss regional regulations, or other activities that actually can also be in the form of monitoring the performance of local governments. Rencana Kerja Dewan Perwakilan Rakyat Daerah (DPRD) tidak hanya berisi perencanaan terhadap program kegiatan tetapi juga merupakan perwujudan pelaksanaan fungsi-fungsi DPRD, yaitu fungsi pembentukan peraturan daerah, fungsi anggaran, dan fungsi pengawasan. Namun, pada tahun 2019 terdapat pemilihan presiden dan legislatif yang dilaksanakan secara serentak untuk pertama kali di Indonesia. Secara logis hal ini akan berdampak pada pimpinan dan anggota DPRD yang merupakan aktor politik di daerah dalam menjalankan tugas dan fungsinya sebagaimana yang telah ditetapkan dalam renja. Apalagi pada tahun tersebut terdapat dua periode keanggotaan DPRD, yaitu masa jabatan tahun 2014- 2019 dan masa jabatan tahun 2019-2024. Penelitian ini bertujuan untuk mengevaluasi Rencana Kerja DPRD Kota Serang Tahun 2019 yang difokuskan terhadap pelaksanaan program kegiatan dan fungsi-fungsi DPRD. Peneliti menggunakan desain penelitian evaluatif dengan pendekatan deskriptif kualitatif yang dikembangkan berdasarkan kriteria evaluasi yang disampaikan oleh William N. Dunn. Temuan penelitian ini menjelaskan bahwa program kegiatan renja dilaksanakan sesuai dengan jadwal yang ditetapkan oleh Badan Musyawarah DPRD Kota Serang dengan mempertimbangkan tahapan pemilu dari KPU dan penyesuaian terhadap agenda politik para pimpinan dan anggota DPRD. Sedangkan dalam pelaksanaan fungsi DPRD pada tahun 2019, fungsi yang paling lemah adalah fungsi pengawasan. Hal ini disebabkan pengawasan yang selama ini dievaluasi merupakan kegiatan kunjungan lapangan atau sering juga disebut sidak. Padahal pengawasan juga dapat berbentuk rapat kerja, rapat pembahasan raperda, atau kegiatan lain yang sejatinya juga dapat bersifat pengawasan terhadap kinerja pemerintah daerah.
