Abstract

The background of this research is tourism is a sector that can support the progress of a region, especially with the regulations regarding regional autonomy. The identification of the problem in this thesis: first, how is the authority of the Pandeglang district government in managing Mount Karang as a tourism object based on the regional regulation of Pandeglang Regency number 6 years 2016 tourism development master plan ? second, how are the obstacles to the implementation of the authority of the Pandeglang Regency government in managing Mount Karang as a tourism object based on the Pandeglang Regency Regional Regulation Number 6 of 2014 concerning the Master Plan for Tourism Development? The theory used is the theory of government authority in the management of tourism objects. The method used is a qualitative research method with a normative juridical type of research. The specification of the research used is descriptive analytical. This study uses primary legal material data sources, secondary legal materials and tertiary legal materials, data collection techniques using library research (library research) and field research (field research), namely through interviews and observations. The results obtained in this study are: first, the constraints in the management of tourism in Gunung Karang, Pandeglang Regency in terms of infrastructure and the organization has not fully run optimally, and the management of cultural tourism has not yet approached the progress of the plans made / realized. Conclusion: local government has made a master plan for tourism development, in this case the authority that has been carried out by the regional government, but in its implementation there are still many things that need to be improved and optimized. Suggestion: The Regional Government of Pandeglang Regency must make a holistic tourism plan by emphasizing the importance of the welfare of the surrounding community, so that a sustainable tourism object will be held and providing training on management or socialization about tourism awareness is expected to be more serious and more specific

Additional Information:	Penelitian ini dilatar belakangi pariwisata merupakan sektor yang bisa menunjang kemajuan suatu daerah, terutama dengan adanya peraturan mengenai otonomi daerah.Identifikasi masalah dalam skripsi ini:pertama, bagaimana kewenangan pemerintah kabupaten pandeglang dalam pengelolaan gunung karang seagai objek pariwisata berdasarkan peraturan daerah kabupaten pandeglang nomor 6 tahun 2016 rencana induk pembangunan kepariwisataan ? kedua, bagaimana kendala pelaksanaan kewenangan pemerintahan kabupaten pandeglang dalam pengelolaan gunung karang sebagai objek pariwisata berdasarkan peraturan daerah kabupaten pandeglang nomor 6 tahun 2014 tentang rencana induk pembangunan kepariwisataan?Teori yang digunakan adalah teori kewenangan pemerintahan dalam pengelolaan objek pariwisata. Metode yang digunakan yakni metode penelitian kualitatif dengan jenis penelitian yuridis normatif. Spesifikasi penelitian yang digunakan deskriptif analitis. Penelitian ini menggunakan sumber data bahan hukum primer, bahan hukum sekunder dan bahan hukum tertier, teknik pengumpulan data menggunakan library research (penelitian kepustakaan) dan field research (penelitian lapangan) yaitu melalui wawancara dan observasi. Hasil yang diperleh dalam penelitian ini adalah: pertama, kendala dalam pengelolaan pariwisata di Gunung Karang Kabupaten Pandeglang dilihat dari segi infrastruktur serta organisasi tersebut belum sepenuhnya berjalan dengan optimal, dan pengelolaan wisata budaya tersebut belum mendekati kemajuan rencana yang dibuat/ terealisiasikannya,Kesimpulan: pemerintah daerah sudah membuat rencana induk pembangunan kepariwisataan dalam hal ini kewenangan yang telah dilakukan oleh pemerintah daerah tetapi dalam implementasinya masih banyak hal-hal yang perlu diperbaiki dan dioptimakan. Saran: Pemerintah Daerah Kabupaten Pandeglang harus membuat perencanaan kepariwisataan yang holistik dengan menekankan pentingnya kesejahteraan masyarakat disekitarnya, sehingga akan terselenggara sebuah obyek wisata yang berkelanjutan dan memberikan pelatihan mengenai pengelolaan atau sosialisasi tentang sadar wisata diharapakan lebih serius lagi dan lebih khusus lagi.
