Abstract

ABSTRACT Murni, 2023, “The Effect of Mutation, Rotation, and Promotion on Career Development of Civil Servant-Educational Staff in Serang City, Banten Province”. Thesis. Educational Doctor Program, Educational Doktor Study Program, Postgraduate Program of Sultan Ageng Tirytayasa University. Career development, mutation, rotations, and promotions need attention in the context of better employee management, including the educational staff. The clarity in career development will motivate performance and support the development of employee potential at the end. This study aimed to determine the effect of the mutation, rotation, and promotion on the career development of civil servant-educational staff in Serang City, Banten Province. This study was a correlational survey with 200 civil servant-education staff as a research sample. They were selected by using random sampling. The research data was collected using questionnaires with a Likert scale. The research data were analyzed by using descriptive statistics and multiple linear regression. The results showed that: (1) mutation had a positive effect on career development; (2) rotation had a positive effect on career development; (3) promotion had a positive effect on career development; and (4) mutation, rotation, and promotion had a simultaneous effect on the career development of civil servant-education staffs in Serang City, Banten Province. It means that if the stakeholders planned and programmed the measurable and objective mutation, rotations, and promotions while still prioritizing the principle of the right man in the right place, it will improve and develop the careers of civil servant-education staff in Serang City. Pengembangan karier, mutasi, rotasi, dan promosi merupakan aspek yang perlu diperhatikan dalam rangka manajemen pegawai yang lebih baik, temasuk tenaga kependidikan. Kejelasan pengembangan karier pada akhirnya akan memotivasi kinerja dan mendukung pengembangan potensi pegawai. Tujuan penelitian ini adalah mengetahui pengaruh mutasi, rotasi, dan promosi terhadap pengembangan karier tenaga kependidikan PNS di Kota Serang, Provinsi Banten. Penelitian ini merupakan penelitian survei korelasional yang melibatkan 200 tenaga kependidikan PNS sebagai sampel penelitian. Sampel penelitian dipilih dengan menggunakan random sampling. Data penelitian dikumpulkan dengan menggunakan angket dengan skala Likert. Adapun pengujian data penelitian dilakukan dengan menggunakan statistika deskriptif dan regresi linier berganda. Hasil penelitian menunjukkan bahwa: (1) terdapat pengaruh positif mutasi terhadap pengembangan karier; (2) terdapat pengaruh positif rotasi terhadap pengembangan karier; (3) terdapat pengaruh positif promosi terhadap pengembangan karier; serta (4) terdapat pengaruh mutasi, rotasi, dan promosi secara simultan terhadap pengembangan karier tenaga kependidikan PNS di Kota Serang, Provinsi Banten. Hal ini berarti bahwa jika mutasi, rotasi, dan promosi terencana, terprogram, terukur, dan objektif secara keseluruhan dengan tetap mengedepankan prinsip right man on the right place, maka akan memberikan dampak yang baik pada peningkatan dan pengembangan karier tenaga kependidikan PNS di Kota Serang, Provinsi Banten.
