Abstract
The focus of this research is the Evaluation of Electronic-Based Government Systems (E-Government) in Siaran Tangsel Applications. SIARAN Tangsel is a media for reporting to the city government regarding problems that occur in Tangsel City and then the report is sent to the OPD concerned to be responded to and resolved immediately, but the facts on the ground show that the implementation of e-government has not been carried out effectively and efficiently. The researcher uses the CIPP evaluation theory from Stufflebeam (1983) which consists of Context, Input, Process, Product. The research method used is a descriptive qualitative method. Data collection techniques used by researchers are interviews, observation, and documentation studies. The analytical technique used by the researcher is the analytical technique of Milles and Huberman, in testing the validation of the data the researcher uses the Triangulation method. The results of this study indicate that the implementation of E-Government in SIARAN Tangsel Application has not been carried out properly, the SIARAN application does not have an SOP so it is necessary to make a written SOP so that the application can run optimally, then there is no guarantee of certainty of complaint completion time and the level of responsiveness in SIARAN application also very lacking, both responsive in answer and responsive in action, so that OPD must be quick in responding to incoming reports accompanied by supporting evidence of the results of follow-up of complaints so that the SIARAN application is carried out transparently.

| Additional Information: | Fokus Penelitian ini adalah Evaluasi Sistem Pemerintahan Berbasis Elektronik (E-Government) Pada Aplikasi Siaran Tangsel. SIARAN Tangsel merupakan media untuk melaporkan kepada pemerintah kota terkait permasalahan yang terjadi di Kota Tangsel kemudian laporan tersebut dikirimkan ke OPD bersangkutan untuk segera ditanggapi dan diselesaikan, namun fakta di lapangan menunjukkan bahwa penerapan e-government tersebut belum dilaksanakan secara efektif dan efisien. Peneliti menggunakan teori evaluasi CIPP dari Stufflebeam (1983) yang terdiri dari Context, Input, Process, Product. Metode penelitian yang digunakan adalah metode kualitatif yang bersifat deskriptif. Teknik pengumpulan data yang digunakan oleh peneliti adalah wawancara, observasi, dan studi dokumentasi. Teknik analisis yang digunakan peneliti yaitu teknik analisis dari Milles dan Huberman, dalam menguji validasi data peneliti menggunakan metode Triangulasi. Hasil dari penelitian ini menunjukan bahwa penerapan E-Government Pada Aplikasi Siaran Tangsel belum terlaksana dengan baik, aplikasi SIARAN tidak memiliki SOP sehingga perlu dibuatnya SOP secara tertulis agar aplikasi dapat berjalan maksimal, kemudian tidak terdapatnya jaminan kepastian waktu penyelesaian aduan serta tingkat responsivitas pada aplikasi SIARAN juga masih sangat kurang, baik responsif secara jawaban maupun responsif secara tindakan, sehingga OPD harus cepat dalam menanggapi laporan yang masuk dengan disertai bukti pendukung hasil tindaklanjut pengaduan agar aplikasi SIARAN terlaksana dengan transparan. | |||||||||
