Abstract

ABSTRACT Putri Fadillah. NIM. 6661160076. Research Paper. Implementation Strategic Of Ombudsman Representative of Banten Province in Improving the Quality of Public Services in Serang City. Department of Public Administration. Faculty of Social and Political Science. The 1st Advisor: Dr. Kandung Sapto Nugroho, S.Sos., M.Si. and The 2nd Advisor: Dr. Ipah Ema Jumiati, S.IP., M.Si. The implementation of excellent public services is a right for every citizen and the Ombudsman as an external supervisory institution is authorized to realize improvements in the quality of public services, including in the scope of Local Government. The problem in this study is the limited budget and quantity of Human Resources owned by the Banten Ombudsman which results in the intensity of supervision and socialization that is still minimal, the improvement of public services in the field of facilities and infrastructure has not been realized, and the national complaint channel has not been integrated. The purpose of this study is to determine the results of the Implementation of the Strategy of the Ombudsman of the Republic of Indonesia Representative of Banten Province in Improving the Quality of Public Services in Serang City. The theory used is the Strategy Management theory in the Strategy Implementation dimension according to Wheelen and Hunger (2012: 71) which has 3 indicators, namely programs, budgets, and procedures using descriptive qualitative research methods. The results of this study indicate that the strategic plan program has a strong legal basis but strengthening is needed in terms of the quantity of Human Resources owned, there is no transparency in budget reports per program implemented, and program mechanisms that still need to be studied further. Suggestions that can be given are related to programs and mechanisms that require further coordination and supervision between parties, as well as making budget transparency per program in the annual report. Penyelenggaraan pelayanan publik yang prima merupakan hak bagi setiap warga negara dan Ombudsman hadir sebagai lembaga pengawas eksternal yang berwenang dalam mewujudkan peningkatan kualitas pelayanan publik, tak terkecuali di lingkup Pemerintah Daerah. Permasalahan pada penelitian ini yaitu masih terbatasnya anggaran dan kuantitas Sumber Daya Manusia yang dimiliki Ombudsman Banten sehingga mengakibatkan intensitas pengawasan dan sosialisasi yang ada masih minim, belum terwujudnya perbaikan pelayanan publik pada bidang sarana dan prasarana, serta belum terintegrasinya kanal pengaduan secara nasional. Tujuan penelitian ini yaitu untuk mengetahui hasil Peng-implementasian Strategi Ombudsman Republik Indonesia Perwakilan Provinsi Banten dalam Meningkatkan Kualitas Pelayanan Publik di Kota Serang. Teori yang digunakan adalah teori Manajemen Strategi dalam dimensi Implementasi Strategi menurut Wheelen dan Hunger (2012:71) yang memiliki 3 indikator yaitu program, anggaran, dan prosedur dengan menggunakan metode penelitian kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa program rencana strategi telah memiliki landasan hukum yang kuat namun diperlukan penguatan dalam hal kuantitas Sumber Daya Manusia yang dimiliki, belum adanya transparansi dalam laporan anggaran per-program yang diaksanakan, serta mekanisme program yang masih harus dikaji lebih lanjut. Saran yang dapat diberikan yaitu terkait program dan mekanisme diperlukan koordinasi dan pengawasan lebih lanjut antar pihak, serta membuat transparansi anggaran per-program dalam laporan tahunan.
