Abstract
Complete Systematic Land Registration (PTSL) is a program created by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) which aims to realize the provision of legal certainty and legal protection of community land rights based on simple, fast, smooth principles, safe, fair, equitable and open and accountable. The PTSL program is implemented throughout Indonesia through district/city-level Land Offices (Katah), one of which is the Serang District Land Office which started in 2017 and is still running today. With this program, it is hoped that in 2025 all land in Serang Regency will be registered and have certificates. The purpose of this study is to provide an overview, explain, analyze and provide an assessment (evaluation) of the Complete Systematic Land Registration (PTSL) program in Baros District, Serang Regency. The research method used is descriptive qualitative with a research focus on evaluation of the PTSL program at the Serang District Land Office with the evaluation criteria proposed by Dunn. The results of this study indicate that the PTSL program in Serang District has not fulfilled all six indicators of Dunn's policy evaluation. The indicators of adequacy, alignment, responsiveness and accuracy are the best because there are no obstacles during implementation. While the indicators of effectiveness and efficiency are considered not good, because there are still deficiencies or obstacles that must be corrected. Therefore, the authors submit suggestions that can be considered as improvements to the PTSL program in Serang Regency in the future. First, the committee needs to improve communication between committees, carry out supervision and control, make regulations and sanctions, and conduct research related to community satisfaction with the PTSL program.

| Additional Information: | Pendaftaran Tanah Sistematis Lengkap (PTSL) merupakan suatu program yang dibuat oleh Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) yang bertujuan untuk mewujudkan pemberian kepastian hukum dan perlindungan hukum hak atas tanah masyarakat yang berlandaskan atas asas sederhana, cepat, lancar, aman, adil, merata dan terbuka serta akuntabel. Program PTSL dilaksanakan di seluruh Indonesia melalui Kantor Pertanahan (Kantah) tingkat kabupaten/kota, salah satunya adalah Kantor Pertanahan Kabupaten Serang yang dimulai sejak tahun 2017 dan masih berjalan sampai sekarang. Dengan adanya program ini, diharapkan pada tahun 2025 seluruh tanah di Kabupaten Serang sudah terdaftar dan memiliki sertifikat. Tujuan dari penelitian ini adalah untuk memberikan gambaran, menjelaskan, menganalisis dan memberikan penilaian (evaluasi) terhadap program Pendaftaran Tanah Sistematis Lengkap (PTSL) pada Kecamatan Baros Kabupaten Serang. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan fokus penelitian evaluasi program PTSL di Kantor Pertanahan Kabupaten Serang dengan kriteria evaluasi yang dikemukakan oleh Dunn. Hasil penelitian ini menunjukkan bahwa program PTSL di Kabupaten Serang belum memenuhi semua enam indikator evaluasi kebijakan Dunn. Indikator kecukupan, perataan, responsivitas dan ketepatan merupakan yang paling baik karena tidak terdapat kendala pada saat pelaksanaan. Sementara indikator efektivitas, dan efisiensi dinilai kurang baik, karena masih terdapat kekurangan atau kendala yang harus diperbaiki. Kendala tersebut terdapat pada indikator efektivitas yaitu jumlah target (kuota) untuk setiap desa yang belum tercapai, indikator efisiensi yaitu efisiensi biaya dimana terdapat masyarakat yang tidak mampu membayar biaya operasional yang telah disepakati, dan indikator responsivitas yaitu terdapat praktik pungutan liar. Oleh karena itu, penulis menyampaikan saran yang dapat dipertimbangkan sebagai perbaikan program PTSL di Kabupaten Serang kedepannya. Pertama panitia perlu meningkatkan komunikasi antar panitia, melakukan pengawasan dan kontrol, membuat peraturan dan sanksi, serta melakukan riset terkait kepuasan masyarakat terhadap program PTSL. | |||||||||
