Abstract
Regional Regulation No. 1 of 2015 concerning Arrangement and Empowerment of Street Vendors was made by the Mayor of Tangerang to become the legal basis for solving the problem of managing street vendors (PKL) in Tangerang City so that their existence remains a positive thing. The problems that exist are related to the procedure for structuring street vendors, namely that many street vendors have not carried out data collection and registration procedures, the location of street vendors is limited so that many return to selling in front of the Ramadhani Market even though they have been disciplined, the rejuvenation of the Ramadhani Market location is not optimal resulting in a lack of infrastructure facilities for street vendors and buyers. The purpose of this study was to determine the implementation of Tangerang City Regional Regulation number 1 of 2015 on the arrangement of street vendors at Ramadhani Market. This study uses the theory of Van Meter and Van Horn (in Winarno, 2014: 41), with qualitative methods, as well as data collection techniques of observation, interviews and documentation studies. The results show that the implementation of the street vendors arrangement policy at Ramadhani Market has not achieved its goals optimally , the lack of participation of street vendors to comply with applicable regulations, the lack of human resources and competence in the Pabuaran Tumpeng sub-district, the Covid-19 pandemic, termination of employment affecting the implementation of street vendor arrangements. Suggestions that can be recommended are to increase socialization of the policy, increase human resources and competency counseling in the IT field in the Kelurahan, and revitalize the market to add trading space and parking lots.

| Additional Information: | Peraturan Daerah Nomor 1 Tahun 2015 Tentang Penataan dan Pemberdayaan Pedagang Kaki Lima di buat oleh Walikota Tangerang untuk menjadi dasar hukum penyelesaian masalah penataan pedagang kaki lima (PKL) di Kota Tangerang agar keberadaannya tetap menjadi suatu hal yang positif. Permasalahan yang ada berkaitan dengan prosedur penataan PKL yaitu banyak PKL yang belum menjalankan prosedur pendataan dan pendaftaran, terbatasnya lokasi PKL sehingga banyak yang kembali berjualan di depan Pasar Ramadhani walaupun sudah pernah ditertibkan, tidak maksimalnya peremajaan lokasi Pasar Ramadhani mengakibatkan kurangnya fasilitas sarana-prasarana untuk PKL dan pembeli. Tujuan penelitian ini untuk mengetahui implementasi Peraturan Daerah Kota Tangerang nomor 1 tahun 2015 pada penataan PKL di Pasar Ramadhani. Penelitian ini menggunakan teori Van Meter dan Van Horn (dlm. Winarno, 2014: 41), dengan metode kualitatif, serta teknik pengumpulan data observasi, wawancara dan studi dokumentasi, Hasil penelitian menunjukan bahwa implementasi kebijakan penataan PKL di Pasar Ramadhani belum mencapai tujuannya secara optimal, kurangnya pasrtisipasi PKL untuk menaati peraturan yang berlaku, kurangnya sumberdaya manusia dan kompetensi di Kelurahan Pabuaran Tumpeng, Pandemic covid-19, pemutusan hubungan kerja mempengaruhi pelaksanaan penataan PKL. Saran yang dapat direkomendasikan yaitu memasifkan sosialisasi kebijakan tersebut, menambah sumberdaya manusia dan penyuluhan kompetensi bidang IT di Kelurahan, serta merevitalisasi Pasar untuk menambah ruang dagang dan lahan parkir. | |||||||||
