Supervising Lecturer I: Kandung Sapto Nugroho, M.Si Supervising Lecturer II: Anis Fuad, M.Si Keywords: People Business Credit Program The stipulation of People's Business Credit Program is due to the demands of the community, especially business actors who need capital and do not have access to financing to banks. People's Business Credit aims for business actors who have difficulty in obtaining access to financing from banks. The purpose of this research is to know the application of the program KUR in Subdistricts Kasemen and what factors influence it. This study examines the implementation of the People's Business Credit Program in Subdistricts Kasemen so the researchers used the theory of Van Meter and Van Horn model implementation (Agustino, 2008). The research method used is qualitative method. Instrument This research is the researcher himself while the source of his research is the Department of Trade Industry and Cooperatives District Serang, Bank BRI Unit Karangantu and Business Actors in Kasemen Subdistricts. Data obtained through interviews, observation, documentation and literature study using data analysis techniques according to Irawan (Triangulation data validity test and member check. Based on the results of the research, the implementation of People's Business Credit in Kasemen Sub-district of has not run well because there is still lack of coordination and socialization to the community. The recommendations given in this business people credit problem is improved coordination between organizations, and the competence of the implementors, and improve the socialization of people business credit programs to the community.

Dosen Pembimbing II: Anis Fuad, M.Si Kata Kunci: Program Kredit Usaha Rakyat Ditetapkannya Kredit Usaha Rakyat ialah karena adanya tuntutan masyarakat terutama pelaku usaha yang membutuhkan modal dan belum memiliki akses pembiayaan ke perbankan. Kredit Usaha Rakyat bertujuan bagi para pelaku usaha yang kesulitan dalam memperoleh akses pembiayaan dari perbankan. Tujuan Penelitian ini yaitu untuk mengetahui penerapan program KUR di Kecamatan Kasemen dan faktor-faktor apa saja yang mempengaruhinya. Penelitian ini meneliti tentang implementasi Program Kredit Usaha Rakyat di Kecamatan Kasemen maka peneliti menggunakan teori implementasi model Van Meter dan Van Horn (Agustino, 2008). Metode penelitian yang digunakan adalah metode kualitatif. Instrumen Penelitian ini yaitu peneliti sendiri sedangkan sumber penelitiannya adalah Dinas Perindustrian Perdagangan dan Koperasi Kota Serang, Bank BRI Unit Karangantu dan Pelaku Usaha yang ada di Kecamatan Kasemen. Data diperoleh melalui wawancara, observasi, dokumentasi dan studi kepustakaan dengan menggunakan teknik analisis data menurut Irawan (Uji keabsahan data triangulasi dan member check). Berdasarkan hasil penelitian, Implementasi Kredit Usaha Rakyat di Kecamatan Kasemen belum berjalan dengan baik karena masih kurangnya koordinasi dan sosialisasi terhadap masyarakat. Rekomendasi yang diberikan yaitu ditingkatkannya koordinasi, dan kompetensi para implementor, serta meningkatkan sosialisasi program KUR kepada masyarakat. | |||||||||
