Abstract

IMPLEMENTATION OF BUREAUCRATIC SIMPLIFICATION POLICIES IN BANTEN PROVINCIAL GOVERNMENT Asep Saripudin1, Leo Agustino2, Ipah Ema Jumiati3 Postgraduate, Master of Public Administration, Sultan Ageng Tirtayasa University. Jl. Raya Pakupatan Km 4, Panancangan, Kec. Cipocok Jaya, Serang, Banten. 42124. This research focuses on the implementation of bureaucratic simplification policies within the Banten Provincial Government. The theory uses the theory of public policy implementation according to the Van Meter and Van Horn Model (Agustino, 2020), where aspects include policy standards and facilities, resources, inter-organizational communication and strengthening activities, characteristics of implementing agents, social, economic and political conditions, as well as implementer's disposition. The research method uses case studies. The research approach uses a qualitative approach with a qualitative descriptive design. Research informants from elements of the Banten Provincial Government at the Bureau of Organization and Bureaucratic Reform of the Regional Secretariat, Regional Personnel Agency, Commission I DPRD, Regional Financial and Asset Management Agency, and Lecturer Academics. Data validation uses source and member check triangulation techniques. Data analysis uses data analysis techniques Miles and Huberman. The research results show that the implementation of bureaucratic simplification policies within the Banten Provincial Government is generally good and only needs improvement in a few aspects. This can be seen from the simplification of the organizational structure that can be carried out in all regional apparatuses, except for the inspectorate which is not affected, equalization of positions has been carried out with the implementation of inauguration of positions, while the weakness lies in the adjustment of the work sistem which has not yet been stipulated by regional head regulations governing the new work sistem of the transition from struktural positions to functional positions. Teori menggunakan teori implementasi kebijakan publik menurut Model Van Meter dan Van Horn (Agustino, 2020), dimana aspeknya meliputi standar dan sarana kebijakan, sumber daya, komunikasi antar organisasi dan penguatan aktivitas, karakteristik agen pelaksana, kondisi sosial, ekonomi, dan politik, serta disposisi implementor. Metode penelitian menggunakan studi kasus. Pendekatan penelitian menggunakan pendekatan kualitatif dengan desain deskriptif kualitatif. Informan penelitian dari unsur Pemerintah Provinsi Banten pada Biro Organisasi dan Reformasi Birokrasi Sekretariat Daerah, Badan Kepegawaian Daerah, Komisi I DPRD, Badan Pengelolaan Keuangan dan Aset Daerah, dan Akademisi Dosen. Validasi data menggunakan teknik triangulasi sumber dan memberchek. Analisis data menggunakan teknik analisis data Miles dan Huberman. Hasil penelitian diketahui implementasi kebijakan penyederhanaan birokrasi di lingkungan Pemerintah Provinsi Banten secara umum sudah baik dan hanya perlu perbaikan pada beberapa aspek saja. Hal ini ditinjau dari penyederhanaan struktur organisasi sudah dapat dilaksanakan di seluruh perangkat daerah, kecuali inspektorat yang tidak terdampak, penyetaraanp jabatan sudah dilaksanakan dengan pelaksanaan pelantikan jabatan, sedangkan kelemahannya terdapat pada penyesuaian sistem kerja yang belum ditetapkan peraturan kepala daerah yang mengatur sistem kerja yang baru dari peralihan jabatan struktural kepada jabatan fungsional. Kata Kunci: Implementasi, Kebijakan, Penyederhanaan Birokrasi, Pemerintah Provinsi Banten.
