Abstract
Community Empowerment is one of the Out-of-School Education programs that provides learning and skills aimed at developing community potential by utilizing natural resources and human resources. This study aims to determine (1) the stages of community empowerment, (2) the benefits of community empowerment, (3) the supporting factors and inhibiting factors of empowerment through Small Micro and Medium Enterprises (MSMEs) at the Ciledug Prima Association. In this study, researchers used descriptive methods with data collection techniques through observation, interviews and documentation. The data source for this research consisted of 10 people, namely 1 MSME supervisor as well as the Head of the Development Economics Section of Ciledug District, 1 Chairpersonofthe Ciledug Prima UMKM and 8 UMKM actors.The results ofthe studyshow that: (1) Community Empowerment Stages have been carried out well by the MSME coaches and leaders who have implemented community empowerment stages, namely preparation of empowerment programs, study of empowerment programs, empowerment planning, formulation of empowerment programs, and implementation of empowerment programs. (2) Benefits of Community Empowerment, the results of Community Empowerment activities through MSME Communities can be creative and innovative in developing their products, but to increase the economic income of MSME actors has not increased too much. (3) Supporting factors and inhibiting factors for community empowerment through Small and Medium Enterprises at the Ciledug Prima Association. Supporting factors are laws governing small and medium enterprises, human resources, facilities and infrastructure, while inhibiting factors are limited capital, natural resources and marketing. The results of this study, namely Community Empowerment through Micro, Small and Medium Enterprises (MSMEs) at the Ciledug Prima Association have succeeded in becoming a forum for MSME actors to develop, but there are several things that must be improved again so that the results obtained are maximum

| Additional Information: | Pemberdayaan Masyarakat merupakan salah satu program Pendidikan Luar Sekolah yang memberikan pembelajaran dan ketrampilan bertujuan untuk mengembangkan potensi masyarakat dengan memanfaatkan sumber daya alam dan sumber daya manusia. Penelitian ini bertujuan untuk mengetahui (1) tahapan pemberdayaan masyrakat, (2) manfaat pemberdayaan masyarakat, (3) faktor pendukung dan faktor penghambat pemberdayaan melalui Usaha Kecil Mikro Menengah (UMKM) pada Asosiasi Ciledug Prima. Dalam penelitian ini, peneliti menggunakan metode deskriptif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sumber data penelitian ini terdiri dari 10 orang, yaitu 1 Pembina UMKM sekaligus Kepala Seksi Ekonomi Pembangunan Kecamatan Ciledug, 1 Ketua UMKM Ciledug Prima dan 8 Pelaku UMKM. Hasil Penelitian menunjukkan bahwa : (1) Tahapan Pemberdayaan Masyarakat sudah di lakukan dengan baik pembina dan ketua UMKM sudah menerapkan tahapan pemberdayaan masyarakat yaitu persiapan program pemberdayaan, pengkajian program pemberdayaan, perencanaan pemberdayaan, formulation program pemberdayaan, dan pelaksanaan program pemberdayaan. (2) Manfaat Pemberdayaan Masyarakat, hasil dari kegiatan Pemberdayaan Masayarakat melalui UMKM Masyarakat dapat kreatif dan inovatif dalam pengembangan produknya, namun untuk meningkatankan pendapatan ekonomi pelaku UMKM belum terlalu meningkat. (3) Faktor pendukung dan Faktor penghambat pemberdayaan masyarakat melalui Usaha Kecil Menengah pada Asosiasi Ciledug Prima. Faktor pendukung yaitu Undang-undang yang mengatur perihal UMKM, Sumber daya Manusia, Sarana dan Prasarana sedangkan Faktor penghambatnya yaitu Keterbatasan modal, Sumber daya Alam, dan Pemasaran. Hasil pada penelitian ini yaitu Pemberdayaan Masyarakat melalui Usaha Mikro Kecil Menengah (UMKM) pada Asosiasi Ciledug Prima telah berhasil menjadi wadah bagi pelaku UMKM untuk berkembang, namun ada beberapa hal yang harus ditingkatkan lagi agar hasil yang diperoleh maksimal. | |||||||||
