Abstract
Ihyauddin, Ilmu Administrasi Negara, 6661061446, Proses Rekrutmen Calon Anggota DPRD Provinsi Banten Periode 2009-2014 studi kasus Partai Keadilan Sejahtera & Partai Demokrat. Kata Kunci: Rekrutmen Politik, Partai Politik Penelitian ini dilatar belakangi oleh rasa kegelisahan dan kepedulian terhadap kinerja para Anggota DPRD Provinsi Banten Periode 2009-2014 yang menunjukan tingkat penurunan kualitas kerja dari periode sebelumnya. Permasalahan dari kinerja Anggota DPRD ini dipengaruhi dari proses rekrutmen calon anggota DPRD yang dilakukan di internal partai politik. Peran aktif partai politik dalam menyiapkan calon-calon Anggota DPRD sangat dibuuhkan guna menunjang peningkatan kualitas kerja para anggota DPRD. Peneliti menggunakan teori tipologi rekrutmen politik menurut Fadillah Putra, yakni Tipe Partisan, Tipe Compartmentalization merupakan, Tipe Immediate Survival, Tipe Civil Service Reform. Metode penelitian yang dilakukan yaitu metode Kualitatif dengan pendekatan studi kasus dengan pola interpretif artinya agar dalam mengungkapkan peristiwa lebih menjadi obyek, maka penelitian dilakukan secara holistik dan ex post facto menggunakan data yang telah dicatat seperti dokumen. Hasil penelitiannya terdapat perbedaan dalam proses rekrutmen calon anggota DPRD yag dilakukan PKS dan Partai Demokrat, dilihat dari tipologi rekrutmen politik yang dikemukakan diatas. Tetapi secara keseluruhan tidak terdapat perbedaan signifikan dari tipe-tipe rekrutmen politik yang digunakan di kedua partai tersebut, namun terlihat pada tahap prosedural dan realita proses yang terjadi dilapangan. Sebenarnya PKS dan Partai Demokrat cenderung menggunakan tipe partisan,tipe immediate survival dan tipe civil servis reform. Ketiga tipe ini dominan digunakan dalam proses rekrutmen calon angggota DPRD. Berharap ketika mengetahui proses rekrutmen calon Anggota DPRD di internal PKS dan Partai Demokrat dapat menjadi pelajaran dalam mempersiapkan para calon anggota DPRD agar kelak para anggota DPRD lebih berkualitas dalam bekerja untuk rakyat.

This problem was influenced by the internal political party recruitment process of Banten Province Regional Parliament Candidates. Therefore, the active role of political party is required to prepare the candidates and to support the legislators performance. Theory of political recruitment typology stated by Fadillah Putra was administered. The theory includes partisan type, compartmentalization type, immediate survival type, and civil service reform type. The research paradigm was qualitative. The research design was case study with interpretive pattern which means that the phenomenon was described as the object. This holistic and ex post facto research utilized document analysis as the data collecting technique. Furthermore, the findings showed that there were difference between the recruitment process of Partai Keadilan Sejahtera (PKS) and Partai Demokrat (PD) Banten Province legislator candidates. However, there was no significant difference on political recruitment types of both parties. Their difference was identified on procedural phase and fact on realm. In addition, PKS and PD tend to employ partisan type, immediate survival type and civil servis reform type. These three types were dominantly used in recruitment process of Regional Parliament candidates. Hopefully, this research can be a consideration for preparing regional parliament candidates; so that, regional legislators will show a good performance to work for people in the future. |
