Abstract

ABSTRAK Rizkiya Alifatul Khusna. NIM. 6662170031. Skripsi. Komunikasi Krisis Pemerintah Kabupaten Pandeglang dalam Pengendalian Covid-19. Pembimbing I: Dr. Naniek Afrilla Framanik, M.Si. Pembimbing II: Dr. Nurprapti Wahyu Widyastuti, M.Si. Ketika krisis berlangsung kebutuhan akan informasi sangat meningkat, hal tersebut mengingat bahwa krisis melahirkan ketidakpastian. Sebagai pemegang kebijakan, pemerintah harus dapat membuat berbagai aturan untuk menekan kasus Covid-19 di wilayahnya. Namun ketika awal pandemi Covid-19 terjadi, pemerintah terlihat tidak siap hingga menimbulkan krisis baru diantaranya muncul berbagai hoax, adanya ketidaksinkronan data yang dilakukan oleh pemerintah hingga berbagai pelanggaran yang dilakukan masyarakat dan mengabaikan segala himbauan yang diberikan pemerintah.Tujuan penelitian ini adalah untuk mengetahui situasi krisis, pendekatan fase krisis, dan strategi respon krisis yang dilakukan Pemerintah Pandeglang dalam Pengendalian Covid-19. Penelitian ini menggunakan teoriSituational Crisis Communication Theory (SCCT). Pendekatan yang digunakan adalah kualitatif deskriptif dengan metode studi kasus. Hasil penelitian menunjukkan bahwa: (1) Pemerintah Kabupaten Pandeglang dalam krisis ini dapat dikategorikan sebagai klaster korban (victim cluster)(2) Pada tahap Pre CrisisPemkab Pandeglang membentuk Satgas Covid-19 dan menunjuk satu Juru Bicara sebagai komunikator kemudian menerapkan sistem one door policy(3) Pada tahap Crisis Event, Pemkab Pandeglang menyediakan Media Center sebagai pusat penyediaan informasi untuk awak media dan dilakukan terjadwal. Proses sosialisasi banyak menggunakan media social berupa instagram dan whatsapp. Selain itu Pemkab Pandeglang juga menggunakan metode komunikasi tradisional yakni dengan menggunakan opinion leader. (4) Tahapan Post Crisis dilakukan evaluasi serta sosialisasi mengenai vaksinasi. When a crisis occurs, the need for information greatly increases, given that the crisis creates uncertainty. As a policyholder, the government must be able to make various rules to suppress Covid-19 cases in its territory. However, at the beginning of the Covid-19 pandemic, the government seemed unprepared to cause a new crisis, including various hoaxes, data asymmetry carried out by the government to various violations committed by the community, and ignoring all appeals given by the government. The purpose of this study was to determine the crisis, the approach to the crisis phase, and the crisis response strategy carried out by the Pandeglang Government in controlling Covid-19. This study uses the Situational Crisis Communication Theory (SCCT). The approach used is descriptive qualitative with case study method. The results showed that: (1) The Pandeglang Regency Government in this crisis can be categorized as a victim cluster (victim cluster) (2) In the Pre Crisis stage, the Pandeglang Regency Government formed a Covid-19 Task Force and appointed a spokesperson as a communicator and then implemented a one-door policy system. (3) At the Crisis Event stage, the Pandeglang Regency Government provides a Media Center as a center for providing information for media crews and is carried out on a scheduled basis. The socialization process uses a lot of social media in the form of Instagram and WhatsApp. In addition, the Pandeglang Regency Government also uses traditional communication methods, namely by using opinion leaders. (4) In the Post Crisis stage, evaluation and socialization of vaccination are carried out.
