ABSTRAK Agustina Nur Falastin. NIM 6661160102. Penerapan Layanan E-Puskesmas di Puskesmas Cibeber Kota Cilegon. Program Studi Administrasi Publik. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Dosen Pembimbing I: Dr. Ayuning Budiati, MPPM. Dosen Pembimbing II: Dr. Agus Sjafari, M.Si. Seiring dengan kemajuan teknologi informasi dan komunikasi, sistem pelayanan konvensional yang selama ini diterapkan di instansi pemerintah bergeser menjadi sistem pelayanan berbasis elektronik. Hal ini sejalan dengan Instruksi Presiden No. 3 Tahun 2003 tentang kebijakan dan strategi pengembangan e-Government.Berdasarkan salah satu prinsip penyelenggaraan Puskesmas yaitu teknologi tepat guna, Puskesmas menyelenggarakan pelayanan kesehatan dengan memanfaatkan teknologi tepat guna yang sesuai dengan kebutuhan pelayanan, mudah dimanfaatkan dan tidak berdampak buruk bagi lingkungan yakni dengan menggunakan Aplikasi e-Puskesmas. Penelitian ini bertujuan untuk mengetahui penerapan layanane-Puskesmas di Puskesmas Cibeber Kota Cilegon.Pada penelitian ini peneliti menggunakan metode penelitian kualitatif deskriptif, dengan menggunakan Teori Elemen Sukses Pengembangan e-Government yang dikemukaan oleh Richardus Eko Indrajit terdapat tiga indikator penting yaitu: Support, Capacity, dan Value. Hasil penelitian menyimpulkan bahwa penerapan e-Puskesmas di Puskesmas Cibeber belum sepenuhnya berjalan dengan baik hal ini dikarenakan sistem e-Puskesmas masih sering terkendala dengan bridging systemantara aplikasi e-Puskesmasdengan website bpjs, belum adanya teknisi yang handal untuk jaringan, dalam aplikasi e-Puskesmas pun belum memuat semua jenis pelaporan bulanan di Puskesmas diantaranya pelaporan mengenai Posyandu, Puskesmas Keliling (Pusling), serta data obat yang ada belum tersinkron dengan baik antara aplikasi e-Puskesmas maupun data yang ada di Puskesmas. Along with advances in information and communication technology, the conventional service system that has been implemented in government agencies has shifted to an electronic-based service system. This is in line with Presidential Instruction No. 3 of 2003 concerning e-Government development policies and strategies. Based on one of the principles of implementing the Puskesmas, namely appropriate technology, the Puskesmas provides health services by utilizing appropriate technology that is in accordance with service needs, is easy to use and does not have a negative impact on the environment, namely by using the e-Puskesmas application. This study aims to determine the application of e-Puskesmas services at the Cibeber Health Center, Cilegon City. In this study, researchers used descriptive qualitative research methods, using the Theory of Success Elements of e-Government Development proposed by Richardus Eko Indrajit, there are three important indicators, namely: Support, Capacity, and Value. The results of the study concluded that the implementation of the e-Puskesmas at the Cibeber Health Center has not been fully running well, this is because the e-Puskesmas system is still often constrained by the bridging system between the e-Puskesmas application and the BPJS website, there is no reliable technician for the network, in the e-Puskesmas application, there are no reliable technicians for the network, in the e-Puskesmas application. The Puskesmas has not included all types of monthly reporting at the Puskesmas, including reporting on Posyandu, Mobile Health Centers (Pusling), and the existing drug data has not been synchronized properly between the e-Puskesmas application and the data at the Puskesmas.
