Abstract
Industrialization, in addition to being able to drive economic growth in areas, also leads to environmental pollution. Industrialization in Banten Province is the eastern Serang industry. Kragilan is an eastern Serang area in which the industry has been exposed to environmental pollution. The government is pursuing a collaboration by engaging cross-sector actors together to tackle the problem. However, there is still the problem with loss of livelihood from river contamination, loss of government resource imbalance, lack of participation in environmental management, and with no exclusive collaborative forum to collaborate that both existing and existing communication efforts are off-balance. The study aims to promote collaborative governance for environmental pollution in the Kragilan industrial region using the regulative governance Ansel and Gash models in Islamy (2018:13-14). A descriptive qualitative method of research, with data collection techniques of interviews, observations, documentation and literature studies. Data analysis using Miles and Huberman models in Sugiyono (2013:247). Testing the validity of data using source and technical triangulation, and member checks. Research indicates the collaboration has not been working well, it is based on several variables has not run the maximum, where at the start there was a resource imbalance and knowledge of collaborators and a mutual interdependence of actors; The institutional design of collaborating actors is less, the collaborative forum is capitalized on incidental and several collaborative actors are not involved, and the lack of transparency in collaboration; Facilitative leadership still has not been able to encourage all collaborative actors to negotiate; The process of collaborating face-to-face encounters was incidental and nonexclusive.

| Additional Information: | Industrialisasi selain mampu mendorong pertumbuhan ekonomi daerah juga menghasilkan pencemaran lingkungan. Industrialisasi yang paling banyak di Provinsi Banten adalah industri bagian Serang Timur. Kecamatan Kragilan merupakan wilayah bagian Serang Timur yang terdapat industri yang telah mengakibatkan adanya pencemaran lingkungan. Upaya yang dilakukan pemerintah yaitu melaksanakan kolaborasi dengan melibatkan aktor lintas sektor untuk bersama-sama menangani permasalahan tersebut. Namun dalam pelaksanaannya masih terdapat permasalahan yaitu hilangnya mata pencaharian warga akibat tercemarnya sungai, adanya ketidakseimbangan sumber daya pemerintah, kurangnya partisipasi masyarakat dalam pengelolaan lingkungan, serta belum adanya forum ekslusif dalam berkolaborasi sehingga komunikasi yang terjalin belum merata dan pelaksanaan upaya penanganan pencemaran masih dilakukan secara masing-masing. Penelitian ini bertujuan untuk mengetahui collaborative governance dalam menangani pencemaran lingkungan di kawasan industri Kecamatan Kragilan dengan menggunakan teori model collaborative governance Ansell and Gash dalam Islamy (2018:13-14). Metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data yaitu wawancara, observasi, studi dokumentasi dan literatur. Analisis data menggunakan model Miles dan Huberman dalam Sugiyono (2013:247). Uji keabsahan data menggunakan triangulasi sumber dan teknik, serta member check. Hasil penelitian menunjukkan kolaborasi belum berjalan dengan baik, hal ini didasarkan pada beberapa variabel belum berjalan maksimal, dimana pada kondisi awal terdapat ketidakseimbangan sumber daya dan pengetahuan aktor kolaborasi serta adanya rasa saling ketergantungan antar aktor; pada desain kelembagaan partisipasi aktor kolaborasi masih kurang, forum kolaborasi dilaksankan insidental dan beberapa aktor kolaborasi tidak terlibat, serta kurangnya transparansi dalam kolaborasi; kepemimpinan fasilitatif masih belum mampu mendorong semua aktor kolaborasi untuk melakukan perundingan; dalam proses kolaborasi pertemuan tatap muka dilakukan secara insidental dan tidak ekslusif | |||||||||
