Abstract
ABSTRACT Ayi Yayan Sofian. NIM. 7775200010. Postgraduate Public Administration Masters Study Program. Sultan Ageng Tirtayasa University. Thesis "IMPLEMENTATION OF GOOD GOVERNANCE A VILLAGE OWNED BUSINESS AGENCY IN SUKALAKSANA VILLAGE, SAMARANG DISTRICT, GARUT REGENCY, WEST JAVA PROVINCE". Mrs. Dr. Ipah Ema Jumiati S.IP, M.Si Advisor 1 and Mr. Dr. Delly Maulana, S.IP., M.PA Advisor 2. The problems in this thesis research are: Low public participation, lack of implementation instructions and technical guidelines for reporting, transparency of work programs that have not been implemented, low absorption of community aspirations, not yet implemented collective agreements, uneven cooperation with business partners, budget inefficiency, financial reporting is not yet accountable. and the weakness of the BUMDes development strategy. The purpose of this study was to determine the implementation of good governance of Village Owned Enterprises (BUMDes) in Sukalaksana Village, Samarang District, Garut Regency. The theory used in this study is the principles of good governance from the United Nations Development Program (UNDP, 1997), namely; Participation, Legal Certainty, Transparency, Responsibility, Agreement Orientation, Fairness, Effectiveness and Efficiency, Accountability and Strategic Vision. This research method is descriptive research with a qualitative approach. The results of this study are the implementation of good governance of Village-Owned Enterprises (BUMDes) in Sukalaksana Village, Samarang District, Garut Regency, West Java Province is carried out well, the indicators implemented are reflected in the existence of BUMDes which is felt by the community as a business entity that can improve the community's economy and as a Business Entity which contributes to the Village Original Income (PADes) of Sukalaksana Village. The researcher's suggestions are: Increase cooperation with BUMDes business partners, improve the implementation of legal regulations, create a BUMDes Bina Laksana website, increase work responsibilities, open mailbox services, SME training in BUMDes meeting buildings, regulations for the use of operational funds, recruitment of employees in the accounting field and required new strategy for BUMDes development. | Additional Information: | Permasalahan dalam penelitian tesis ini adalah: Partisipasi masyarakat rendah, tidak adanya petunjuk pelaksanaan dan petunjuk teknis pelaporan, transparansi program kerja belum dilaksanakan, rendahnya penyerapan aspirasi masyarakat, belum dilaksanakannya kesepakatan bersama, kerjasama dengan mitra usaha belum merata, inefisiensi anggaran, pelaporan keuangan belum akuntabel dan lemahnya strategi pengembangan BUMDes. Tujuan penelitian ini adalah mengetahui implementasi good governance Badan Usaha Milik Desa (BUMDes) di Desa Sukalaksana Kecamatan Samarang Kabupaten Garut. Teori yang digunakan dalam penelitian ini adalah prinsip-prinsip good governance dari United Nation Development Programme (UNDP, 1997), yaitu; Partisipasi, Kepastian Hukum,, Transparansi, Tanggung Jawab, Orientasi Pada Kesepakatan, Keadilan, Efektifitas dan Efisiensi, Akuntabilitas dan Visi Strategik. Metode penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian ini adalah implementasi good governance Badan Usaha Milik Desa (BUMDes) di Desa Sukalaksana Kecamatan Samarang Kabupaten Garut Provinsi Jawa Barat dilaksanakan dengan baik, indikator dilaksanakan tercermin dari keberadaan BUMDes yang dirasakan oleh masyarakat sebagai badan usaha yang dapat meningkatkan ekonomi masyarakat dan sebagai Badan Usaha yang memberikan kontribusi terhadap Peandapatan Asli Desa (PADes) Desa Sukalaksana. Saran peneliti adalah: Meningkatkan kerjasama dengan mitra usaha BUMDes, meningkatkan pelaksanaan peraturan hukum, membuat website BUMDes Bina Laksana, meningkatkan tanggung jawab kerja, membuka layanan kotak surat, pelatihan UKM di gedung pertemuan BUMDes, peraturan penggunaan dana operasional, penerimaan pegawai di bidang akuntansi dan diperlukan strategik baru pengembangan BUMDes. | |||||||||
