Abstract

The Focus of this research is about the implementation of Naturalization Program in Ciliwung River at DKIJakarta, with department in charge in this program is the Water Resource Departmentand supported by another department such as Park and City Forest Department and EnvironmentalDepartment. This program was started since 2019 and especially 1,1 km for the Ciliwung River has been naturalized. But this program can not be separated from problemsin the field such as lackof the implementation of this program in Ciliwung River at DKI Jakarta, the target of this naturalization program in Ciliwung river at DKI Jakarta is not achieved yet, lack of awareness from the people around the river to take care of the Ciliwung River and coordination between another department. Purposes of this research is for knowing how’s the implementation of naturalization program in ciliwung river at DKI Jakarta. Theory that used in this research is implementation theorybyVan Meter Van Horn with 6 indicators. Method that used in thisresearchis qualitative method based from informan that determinated with purposive technique. Result of this research there is still lack from the implementation program of naturalization in ciliwung riverespecially at standard indicator and target policy, relation between the organization, and social, politics and economic condition. Suggestion from this research is the water resource department as the department in charge from this program should increase in socialization activity and coordination with another department, community and society also needs more coaching and training about the importance of the river is and naturalization program to the society and anotherdepartment such as Park and City Forest Department, Environmental Department that have rules themselves for naturalization program in order to have target to be achieved.

Additional Information:	Fokus utama dalam penelitian ini adalah mengenai implementasi program naturalisasi sungai Ciliwung di DKIJakarta, dinas yang bertanggung jawab dalam program naturalisasi adalah DinasSumber Daya Air dan didukung oleh dinas lainnya seperti Dinas Pertamanan dan Hutan Kota, Dinas Lingkungan Hidup. Program naturalisasi sudah berjalan dari tahun 2019 terkhusus sudah 1,1 Km aliran sungai Ciliwung yang dilakukan naturailisasi dalam menjalankan program tidak luput dari permasalahan-permasalahan yang ada seperti halnya kurang meratanya penerapan program naturalisasi sungai Ciliwung di DKI Jakarta, belum tercapainnya target dari program Naturalisasi sungai Ciliwung di DKIJakarta, kurang kesadaran masyarakat dalam merawat sungai Ciliwung dan kurangnya koordinasi antar lembaga. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi program naturalisasi sungai Ciliwung di DKI Jakarta. Teoriyang digunakan adalah teori implementasi Van Meter Van Horn dengan 6 indikator. Metode penelitian yang digunakan adalah metode kualitatif dengan informan penelitian yang ditentukan menggunakan teknik purposive. Hasil penelitian dikemukaan yaitu bahwa implementasi program naturalisasi sungai Ciliwung masih terdapat kekurangan terutaman pada indikator standar dan sasaran kebijakan, hubungan antar organisasi, dan kondisi sosial,politik dan ekonomi. Saran yaituDinas Sumber Daya Air selaku penanggung jawab program dapat lebih meningkatkan kegiatan sosialisasi dan koordinasi dengan berbagai instansi ataupun komunitas dan masyarakat, perlu adanya pembinaan serta pelatihan mengenai akan pentingnya sungai dan program naturalisasi kepada masyarakat dan dinas-dinas yang mendukung seperti Dinas Pertamanan dan Hutan Kota dan Dinas Lingkungan Hidup mempunyai aturan sendiri untuk program naturalisasi agar mempunya acuan target yang akan dicapai.
