Abstract
Control of illegal billboards in Serang City was carried out by the Serang City Police Satpol PP as the enforcer of Perda and Perkada, but in reality there are still problems and obstacles experienced by the Serang City Satpol PP in the implementation of Controlling Illegal billboards, namely the weak supervision carried out by the Serang City Satpol PP or OPD related, the limited number of members of the Serang City Satpol PP and the low level of assertiveness given by the Serang City Civil Service Police Unit (Satpol PP) or OPD related to offenders. The purpose of this study was to find out how the performance of the Civil Service Police Unit (Satpol PP) of Serang City in controlling Illegal Billboards Along Serang City Streets and to find out the difficulties or obstacles faced when implementing the Controlling of Illegal Billboards. In this study the researchers chose to use descriptive analysis techniques with a qualitative approach and use Bastian's theory (2006: 267) which includes Input Indicators, Output Indicators, Outcome Indicators, Benefit Indicators and Impact Indicators ( impact). Data collection techniques used are interviews, observation and documentation. The results of this study indicate that the implementation of controlling illegal billboards along the streets of Serang City is not optimal. The recommendation that can be given is that the related OPD must optimize coordination, initiative and be firm in implementing billboard control.

| Additional Information: | Penertiban reklame ilegal di Kota Serang dilaksanakan oleh Satpol PP Kota Serang sebagai penegak Perda dan Perkada, namun pada kenyataannya masih terdapat permasalahan serta hambatan yang dialami oleh Satpol PP Kota Serang dalam pelaksanaan Penertiban reklame Ilegal yaitu lemahnya pengawasan yang dilakukan oleh Satpol PP Kota Serang ataupun OPD terkait, terbatasnya jumlah personil anggota Satpol PP Kota Serang dan rendahnya sikap tegas yang diberikan berikan Satuan Polisi Pamong Praja (Satpol PP) Kota Serang ataupun OPD terkait terhadap para pelanggar. Tujuan penelitian ini adalah untuk mengetahui bagaimana Kinerja Satuan Polisi Pamong Praja (Satpol PP) Kota Serang dalam penertiban Reklame Ilegal di Sepanjang Jalan Kota Serang serta untuk mengetahui kesulitan atau hambatan yang dihadapi pada saat pelaksanaan penertiban Reklame Ilegal tersebut. Dalam penelitian ini peneliti memilih menggunakan teknik deskriptif analisis dengan pendekatan kualitatif dan menggunakan teori Bastian (2006:267) yang meliputi Indikator Masukan (Input), Indikator Keluaran (Output), Indikator Hasil (Outcome), Indikator Manfaat (Benefit) dan Indikator Dampak (Impact). Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukan bahwa Pelaksanaan Penertiban Reklame Ilegal di Sepanjang Jalan Kota Serang belum optimal. Rekomendasi yang dapat diberikan yaitu OPD terkait harus lebih mengoptimalkan koordinasi, inisiatif dan tegas dalam pelaksanaan penertiban reklame. | |||||||||
