Abstract
The street vendor relocation program in Serang City is a program that has been improved through the provision of facilities to relocate traders from Maulana Yusuf Stadium and Taman Sari to Kepandean Market in a special and proper manner. However, the implementation of the trader relocation program to the Kepandean Market found problems such as: (1) the occurrence of resistance from traders at the Maulana Yusuf Stadium to the Kepandean Market, (2) a decrease in public awareness and support for the trader relocation program at the Kepandean Market, (3) a reduction in facilities and infrastructure in the form of stalls in the Kepandean Market, (4) the lack of responsibility and awareness of street vendors in their obligation to have a TDU. The theory used is program evaluation according to Bridgman and Davis (2000) in their book Firyal Akbar and Widya Kurniati (2018:39) with 4 assessment dimensions. The method used is a descriptive method with a qualitative approach. Data collection techniques are with secondary data and primary data. Data validity techniques use Member Check and Triangulation. The results of this study indicate that the Evaluation of the Street Vendors Relocation Program in Serang City (Study on the Street Vendors Relocation Program from Maulana Yusuf Stadium and Taman Sari to Kepandean Market), has not reached the stages of the objectives of implementing the Street Vendors relocation program to Kepandean Market.due to the problems have found, such as the lack of supporting resources such as the number of officers, competence/education suitability, inadequate and proper facilities and infrastructure for traders, the budget used is not used effectively and efficiently, socialization is not yet appropriate and evenly distributed, and lack of implementation of Regional Regulation No. 4 of 2014 concerning Arrangement and Empowerment of Street Vendors in the City of Serang which forms the basis of the process of relocating traders, as well as the existence of persons who make illegal fees on traders who are the target of relocation to the Kepandean Market. The suggestions that become recommendations are improving UPT Market performance in market management at Kepandean Market, aligning good communication within the work environment of the Serang City Dinkopukmperindag, and reviewing the problems that occurred in the process of relocating street vendors from Maulana Yusuf Stadium and Taman Sari to the Kepandean Market. | Additional Information: | Program relokasi Pedagang Kaki Lima di Kota Serang merupakan program yang telah diperbaiki melalui penyediaan fasilitas untuk merelokasi pedagang dari Stadion Maulana Yusuf dan Taman Sari ke Pasar Kepandean secara khusus dan layak. Akan tetapi pelaksanaan program relokasi pedagang ke Pasar Kepandean ditemukan permasalahan seperti : (1) terjadi penolakan pedagang Stadion Maulana Yusuf ke Pasar Kepandean, (2) kurangnya kesadaran dan dukungan masyarakat terhadap program relokasi pedagang di Pasar Kepandean, (3) kurangnya fasilitas sarana dan prasarana berupa lapak di Pasar Kepandean, (4) kurangnya tanggung jawab dan kesadaran Pedagang Kaki Lima dalam kewajibannya memiliki TDU. Teori yang digunakan yaitu evaluasi program menurut Bridgman dan Davis (2000) dalam bukunya Firyal Akbar dan Widya kurniati (2018:39) dengan 4 dimensi penilaian. Metode yang digunakan yaitu metode deskriptif pendekatan kualitatif. Teknik pengumpulan data yaitu dengan data sekunder dan data primer. Teknik keabsahan data menggunakan Member Check dan Triangulasi. Hasil penelitian ini menunjukkan bahwa Evaluasi Program Relokasi Pedagang Kaki Lima di Kota Serang (Studi Pada Program Relokasi Pedagang Kaki Lima Dari Stadion Maulana Yusuf dan Taman Sari ke Pasar Kepandean), belum mencapai tahapan-tahapan dari tujuan pelaksanaan program relokasi Pedagang Kaki Lima ke Pasar Kepandean, karena adanya permasalahan yang dihadapi, seperti kurangnya sumber daya pendukung seperti jumlah petugas, kompetensi/kesesuaian pendidikan, sarana dan prasarana yang kurang memadai dan layak untuk pedagang, anggaran yang digunakan tidak dimanfaatkan secara efektif dan efisien, sosialisasi yang belum sesuai dan merata, serta kurangnya penerapan Perda No.4 Tahun 2014 tentang Penataan dan Pemberdayaan Pedagang Kaki Lima di Kota Serang yang menjadi dasar dari proses relokasi pedagang, serta adanya oknum yang melakukan pungutan liar terhadap pedagang yang menjadi sasaran relokasi ke Pasar Kepandean. Saran yang menjadi rekomendasi ialah meningkatkan kinerja UPT Pasar dalam pengelolaan Pasar di Pasar Kepandean, menyelaraskan komunikasi yang baik dalam lingkungan kerja Dinkopukmperindag Kota Serang, serta mengkaji kembali permasalahan yang terjadi pada proses program relokasi Pedagang Kaki Lima dari Stadion Maulana Yusuf dan Taman Sari ke Pasar Kepandean.
