Abstract
Penanganan Rumah Tidak Layak Huni Social Program is government aid program for citizens with low income to encourage and increase self-sustainment at improving house quality as well as infrastructures, facility and common utility. At implementation stage researcher found that the target recipients were inaccurate. Minimum self-sufficient at recipient candidates. Lack of coordination between implementing officers and the Baros Sub-district stakeholder’s side. To know implementation of Program Bantuan Sosial Penanganan Rumah Tidak Layak Huni, researcher used van Metter dan carl van Horn theory. As for method, researcher used quantitative approach with sample size of 187 with proportional random sampling type using a one-sample t-test. The result of this research was 71% which meant the implementation Bantuan Sosial Penanganan Rumah Tidak Layak Huni categorized in good state. As for recommendation in this study are a Re-data collection of beneficiary communities to suit conditions on the ground, Recommended Serang District Government to increase the allocation of costs, It is hoped that the accompanying team or the Government of Serang Regency will monitor the granting of the budget so that the amount of the budget received is appropriate and the stages are appropriate, Recommended the Serang Regency Government to provide additional time during the construction implementation process. improve socialization, communication and coordination between program officers and the parties involved.

| Additional Information: | Program Bantuan Sosial Penanganan Rumah Tidak Layak Huni adalah bantuan pemerintah bagi masyarakat berpenghasilan rendah untuk mendorong dan meningkatkan keswadayaan dalam peningkatan kualitas rumah beserta prasarana, sarana dan utilitas umum. Dalam pelaksanaannya, ditemukan kurang tepatnya sasaran penerima. Minimnya swadaya calon penerima. Kurangnya koordinasi petugas dengan pihak Kecamatan Baros. Untuk mengetahui proses Implementasi Program Bantuan Sosial Penanganan Rumah Tidak Layak Huni, penelitian menggunakan teori van Metter dan carl van Horn. Metode penelitian ini menggunakan kuantitatif dengan jumlah sampel sebanyak 187 orang bertipe proportional random sampling menggunakan uji t-test satu sampel. Hasil penelitian ini adalah 71% yang berarti Implementasi Program Bantuan Sosial Penanganan Rumah Tidak Layak Huni ialah baik. Saran yang direkomendasikan dalam penelitian ini adalah pendataan ulang terkait masyarakat penerima bantuan yang sesuai dengan keadaan dilapangan, merekomendasikan Pemerintah Kabupaten Serang untuk menambah alokasi biaya, diharapkan tim pendamping memonitoring dalam pemberian anggaran, merekomendasikan Pemerintah Kabupaten Serang untuk memberikan penambahan waktu pada proses pelaksanaan pembangunan, memperbaiki sosialisasi, komunikasi serta koordinasi antara petugas program dengan pihak yang terlibat. | |||||||||
