Government Studies Program, Faculty of Social and Political Sciences, University of Sultan Ageng Tirtayasa. Supervisor: Ika Arinia Indriyany, S.IP., M.A. The Evaluation of the Zoning System Policy in the Admission of New Students (PPDB) at the Junior High School (SMP) Level at the Education and Culture Office of South Tangerang City. The zoning system policy in its implementation still has many problems, the distribution of schools is not evenly distributed in each sub-district, socialization that has not been maximized to the community, the capacity of the quota is not adequate, and the presence of students entrusted to it. This shows that it is necessary to evaluate the zoning system policy. The purpose of this study was to evaluate the zoning system policy on the acceptance of new students at the junior high school (SMP) level at the South Tangerang City Education and Culture Office in terms of 6 indicators namely, effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The research method used is a qualitative research method. The results show that the zoning system policy has not been implemented optimally. And it has not been able to create equal access and equal quality in the Admission of New Students at the Junior High School level, because zoning has not been carried out evenly, lack of facilities and infrastructure, lack of human resources, restrictions on the number of quotas, and pressure from external school parties. So that the objectives of this zoning system policy have not been achieved. Keywords: Evaluation, Zoning System Policy

Kebijakan sistem zonasi dalam penerapannya masih banyak menuai masalah, persebaran sekolah yang belum merata di setiap kecamatan, sosialisasi yang belum maksimal ke masyarakat, daya tampung kuota yang belum memadai, dan adanya siswa titipan. Hal ini menunjukkan bahwa perlu dilakukan evaluasi terhadap kebijakan sistem zonasi. Tujuan penelitian ini adalah untuk mengevaluasi kebijakan sistem zonasi pada penerimaan peserta didik baru tingkat sekolah menengah pertama (SMP) di Dinas Pendidikan dan Kebudayaan Kota Tangerang Selatan ditinjau dari 6 indikator yakni, efektifitas, efisiensi, kecukupan, perataan, resposivitas, dan ketepatan. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa kebijakan sistem zonasi belum dilaksanakan secara maksimal. Dan itu belum mampu menciptakan pemerataan akses dan pemerataan kualitas dalam Penerimaan Peserta Didik Baru tingkat SMP, karena zonasi belum dilakukan secara merata, kurangnya sarana dan prasarana, kurangnya sumber daya manusia, pembatasan jumlah kuota, dan tekanan dari pihak eksternal sekolah. Sehingga tujuan dari kebijakan sistem zonasi ini belum tercapai. Kata Kunci: Evaluasi, Kebijakan Sistem Zonasi
