Abstract

Indonesia adalah salah satu negara yang terdampak oleh adanya virus Covid-19, seperti perekonomian menurun akibat daya beli yang masyarakat turun dan hilangnya mata pencaharian masyarakat dengan adanya pemutusan hak kerja dan pembatasan jam kerja. Sehingga pemerintah mengeluarkan beberapa program baru untuk membantu masyarakat meningkat daya beli dan produktivitasnya demi menjaga stabilitas perekonomian negara. Salah satu program bantuan pemerintah adalah bantuan langsung tunai dana desa untuk keluarga pra sejahtera dan terdampak mata pencahariannya oleh Covid-19. Penelitian ini bermaksud untuk mengetahui: 1) Bagaimana implementasi program BLT-Dana Desa di Desa Cibojong Kecamatan Padarincang Kabupaten Serang, 2) Bagaimana dampak program BLT-Dana Desa Bagi keluarga pra sejahtera selama pandemi Covid-19 di Desa Cibojong Kecamatan Padarincang Kabupaten Serang. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, dokumentasi dan observasi. Adapun informan dari penelitian ini adalah 3 pengurus desa yang terkait BLT-Dana Desa, 3 Ketua RT Desa Cibojong, 18 KPM BLT-Dana Desa di Desa Cibojong. Berdasarkan pada hasil penelitian 1) implementasi program BLT-Dana Desa di Desa Cibojong dalam hal sosialisasi belum optimal dan layanan informasi yang tersedia belum cukup transparan kepada KPM terutama terkait dengan kebijakan penyaluran yang berubah-berubah dan sasaran utama program, sedangkan untuk pendataan dan verifikasi sudah sesuai dengan peraturan yang ditetapkan oleh pemerintah, adapun dana yang diberikan kepada KPM hanya bersifat sementara yaitu hanya mampu mencukupi kebutuhan KPM hingga satu Minggu dan paling lama satu bulan saja. 2) dampak program BLT-Dana Desa bagi keluarga para sejahtera selama pandemi Covid-19 berdampak positif menjaga daya beli masyarakat terutama pada pemenuhan kebutuhan makanan pokok, kesehatan dan dimanfaatkan sebagai pelunas hutang KPM pada saat pencairan.

Additional Information:	Indonesia is one of the countries affected by the Covid-19 virus, such as the economy declining due to the declining purchasing power of the people and the loss of people's livelihoods with the termination of work rights and restrictions on working hours. So the government issued several new programs to help people increase their purchasing power and productivity in order to maintain the stability of the country's economy. One of the government assistance programs is direct cash assistance from village funds for underprivileged families and whose livelihoods have been affected by Covid-19. This study intends to find out: 1) How is the implementation of the BLT-Village Fund program in Cibojong Village, Padarincang District, Serang Regency, 2) How is the impact of the BLTVillage Fund program for underprivileged families during the Covid-19 pandemic in Cibojong Village, Padarincang District, Serang Regency. This study uses descriptive qualitative methods with data collection techniques through interviews, documentation and observation. The informants of this study were 3 village administrators related to BLT-Village Funds, 3 Heads of RT in Cibojong Village, 18 KPM BLT-Village Funds in Cibojong Village. Based on the results of the study 1) the implementation of the BLT-Village Fund program in Cibojong Village in terms of socialization has not been optimal and the available information services are not transparent enough to KPM, especially related to changing distribution policies and the main target of the program, while for data collection and verification it has been in accordance with the regulations set by the government, the funds given to KPM are only temporary, that is, they are only able to meet the needs of KPM for up to one week and a maximum of one month. 2) the impact of the BLT-Dana Desa program for prosperous families during the Covid-19 pandemic has a positive impact on maintaining people's purchasing power, especially in meeting basic food needs, health and being used as repayment of KPM debt at the time of disbursement.
