Advisor 1 : Dr. Arenawati M.Si and Advisor II : Maulana Yusuf, S.IP., M.Si This research focuses on the Government's Direct Cash Assistance Program (BLT) for Micro, Small and Medium Enterprises which is assistance provided to MSME actors affected by Covid-19 in the form of capital injections, in line with the issuance of the regulation of the Minister of Cooperatives and Small and Medium Enterprises of the Republic of Indonesia Number 2 of 2021 is an effort to recover the national economy to accelerate the handling of the pandemic and save the national economy. The direct cash assistance provided by the government is certainly expected to be able to give confidence to MSME actors to expand their sales and be able to defend MSMEs from bankruptcy as well as assisting in capital so that MSME owners can continue to run along with the COVID-19 pandemic. This study uses William Dunn's evaluation model with a descriptive qualitative method to explain how to evaluate the implementation of the Government's Cash Direct Assistance Program (BLT) for Micro, Small and Medium Enterprises in Serang District. The results showed that the evaluation of the MSME BLT implementation had been running quite optimally, the assistance provided was well distributed to community members who had MSMEs and the people who received this assistance felt the benefits directly with this assistance, but there are some that need to be improved again such as in the data collection process that is carried out, the verification process reaches the performance of its human resources in order to achieve the objectives of the Government Program of Direct Cash Assistance (BLT) for Micro, Small and Medium Enterprises. Dosen Pembimbing 1 : Dr. Arenawati M.Si dan Dosen Pembimbing II : Maulana Yusuf, S.IP.,M.Si Penelitian ini berfokus pada Program Pemerintah Bantuan Langsung Tunai (BLT) Usaha Mikro Kecil yang merupakan bantuan yang diberikan kepda para pelaku UMKM yang terkena dampak Covid-19 dengan berupa suntikan modal, seiring dengan dikeluarkan nya peraturan Menteri Koperasi dan Usaha Kecil dan Menengah Republik Indonesia Nomor 2 Tahun 2021 adalah sebagai upaya dalam pemulihan ekonomi nasional untuk mempercepat penanganan pandemi dan penyelamatan ekonomi nasional. Bantuan Langsung Tunai yang diberikan oleh pemerintah tentunya diharapkan dapat memberikan kepercayaan kepada pelaku UMKM untuk memperluas penjualannya dan dapat mempertahankan para UMKM dari kebangkrutan serta membantu dalam modal agar para pemilik UMKM dapat terus berjalan seiring masa pandemi covid-19. Penelitian ini menggunakan model evaluasi William Dunn dengan metode Kualitatif Deskriptif untuk menjelaskan bagaimana evaluasi implementasi Program Pemerintah Bantuan Langsung Tunai (BLT) Usaha Mikro Kecil dan Menengah di Kecamatan Serang. Hasil penelitian menunjukan bahwa evaluasi implementasi BLT UMKM sudah berjalan cukup optimal, bantuan yang diberikan di salurkan dengan baik kepada warga masyarakat yang memiliki UMKM dan masyarakat yang menerima bantuan ini merasakan manfaat nya secara langsung dengan adanya bantuan ini, namun ada beberapa yang perlu ditingkatkan lagi seperti pada proses pendataan yang di lakukan, proses verifikasi nya sampai pada kinerja sumber daya manusia nya agar tercapainya tujuan Program Pemerintah Bantuan Langsung Tunai (BLT) Usaha Mikro Kecil dan Menengah.
