Abstract
Pelanggaran kebijakan PSBB di Provinsi Banten menjadi salah satu permasalahan yang menyebabkan terjadinya peningkatan angka positif Covid-19 karena disebabkan oleh mobilitas masyarakat yang tidak terkendali. Kebijakan pemerintah daerah melalui Kepolisian Polda Banten dalam penegakan kebijakan PSBB sesuai dengan Pergub No 38 dan Pembaruan No 45 mengenai Pelaksanaan Disiplin Protokol Kesehatan melalui Operasi Yustisi untuk meminimalisir angka pelanggaran dan penerapan protokol kesehatan (PSBB). Tujuan dari penelitian ini adalah untuk mengetahui bagaimana strategi komunikasi yang digunakan oleh Bidhumas Polda Banten pada penegakan kebijakan PSBB Covid-19, fokus penelitian ini bertujuan untuk mengetahui tahapan Analisis Riset, Perencanaan, Perumusan, Pelaksanaan dan Proses Komunikasi dalam hal penegakan Kebijakan PSBB oleh Bidhumas Polda Banten. Penelitian ini menggunakan Model Perencanaan Komunikasi Phillip Lesly dengan metode deskriptif kualitatif. Hasil penelitian ini adalah terdapat beberapa program dalam hal penegakan kebijakan PSBB; (1)Bidhumas Polda Banten melakukan kegiatan pengelolaan media untuk menghimbau masyarakat agar taat peraturan, (2)Bidhumas Polda Banten membentuk program Kampung Tangguh, (3)Bidhumas Polda Banten melakukan peningkatan Operasi Yustisi, (4) Bidhumas Polda Banten melakukan koordinasi dengan instansi terkait untuk terselenggaranya penegakan kebijakan PSBB. Maka kesimpulan penelitian ini dilihat dari empat aspek telah berjalan sesuai dengan perencanaan namun terkendala dalam program jangka panjang akibat perubahan kebijakan oleh pemerintah yang terus berganti seperti halnya masa pemberlakuan PSBB, New Normal, Adaptasi Kebiasaan Baru, hingga PPKM.

| Additional Information: | Violation of PSBB policy in Banten Province is one of the problems that causes the increase in the positive number of Covid-19 due to uncontrolled mobility of the community. Local government policy through the Banten Police In the enforcement of PSBB policy in accordance with Pergub No. 38 and Update No. 45 on the Implementation of Health Protocol Discipline through Operation Yustisi to minimize the number of violations and the application of health protocols (PSBB). The purpose of this research is to find out how the communication strategy used by Bidhumas Polda Banten on the enforcement of PSBB Covid-19 policy, the focus of this research aims to know the stages of Research Analysis, Planning, Formulation, Implementation and Communication Process in terms of enforcement of PSBB Policy by Bidhumas Polda Banten. This study used Phillip Lesly's Communication Planning Model with qualitative descriptive methods. The result of this study is that there are several programs in terms of enforcement of PSBB policies; (1) Bidhumas Polda Banten conducts media management activities to urge the public to obey the regulations, (2)Bidhumas Polda Banten formed a program Kampung Tangguh, (3)Bidhumas Polda Banten conducted an increase in Operation Yustisi, (4) Bidhumas Banten Police conducted coordination with the relevant agencies for the implementation of enforcement of PSBB policies. So the conclusion of this study is seen from four aspects have been running in accordance with the planning but constrained in the long-term program due to policy changes by the government that continues to change as well as the implementation period of PSBB, New Normal, Adaptation of New Normal, to PPKM. | |||||||||
