Abstract

Fokus penelitian adalah Untuk mengetahui apakah Peraturan Menteri Agama Nomor 19 Tahun 2018 Tentang Pencatatan Perkawinan dan Peraturan Pemerintah Nomor 19 Tahun 2015 Tentang Biaya Nikah dan Rujuk yang dilakukan oleh KUA Kecamatan Pabuaran sudah berjalan dengan baik. Permasalahan pada penelitian kurangnya sosialisasi KUA Kecamatan Pabuaran dalam mendukung berjalannya aturan yang berlaku; Prosedur pelayanan pencatatan perkawinan yang tidak sesuai; Masih terjadinya gratifikasi di KUA Kecamatan Pabuaran. Teori yang digunakan adalah Teori Pelayanan Publik Unsur Kepuasan Masyarakat dalam Permen PAN dan RB nomor 14 tahun 2017:Persayaratan; Sistem, Mekanisme, dan Prosedur; Waktu Penyelesaian; Biaya/tarif; Produk spesifikasi; Kompetensi; Perilaku; Penanganan Aduan; Sarana dan Prasarana. Diketahui nilai terendah hasil perhitungan kepuasan masyarakat pada pelayanan nikah/rujuk di KUA Kecamatan Pabuaran terdapat pada Unsur Sarana dan Prasarana dengan nilai 2,74 dan Unsur Penanganan pengaduan, saran dan masukan dengan nilai 2,86, sedangkan Nilai tertinggi terdapat pada Unsur Produk Spesifikasi Jenis Pelayanan sebesar 3,58. Nilai Unsur Pelayanan dan Kinerja Unit Pelayanan pada KUA Kecamatan Pabuaran dalam memberikan pelayanan nikah/rujuk secara umum dipersepsikan Baik oleh responden dengan Nilai Rata-rata pelayanan sebesar 81,77. Dalam hal ini KUA Kecamatan Pabuaran perlu meningkatkan kualitas Sumber Daya Manusia secara berkelanjutan sesuai dengan kebutuhan, khususnya yang bertugas dibidang pelayanan dan Penghulu baik melalui pengiriman ke dan diklat-diklat di bidang pelayanan publik dan Instansi diatasnya.

Additional Information: The focus of the research is to find out whether the Regulation of the Ministry of Religious Affairs Number 19 of 2018 concerning Registration of Marriage and Government Regulation Number 19 of 2015 concerning Marriage and Reconcilitation Fees carried out by office of religious affairs Pabuaran District have been going well. The problem of research is the lack of socialization of office of religious affairs Pabuaran District in supporting of the applicable regulations; Improper marriage registration service procedures; There are still gratuities in the office of religious affairs Pabuaran District. The theory used is the Theory of Public Service Elements based on Regulation of The Ministry of Empowernment of State Aparatus and Bureaucratic Reforms number 14 of 2017: Requirements; Systems, Mechanisms and Procedures; Completion Time; Fees; Product Specifications; Competence; Behavior; Complaint Handling; Facilities and infrastructure. It is known that the lowest value of the calculation in marriage or reconciliation services at office of religious affairs Pabuaran District is found in the Facilities and Infrastructure Element with a value of 2.74 and the Element for Handling complaints with a value of 2.86, while the highest value is in the Product Elements of Type Specifications Services of 3.58. Value of Service Elements and Service Unit Performance at office of religious affairs Pabuaran District in providing marriage or reconciliation services are generally perceived as Good by respondents with an average service value of 81.77. In this case the office of religious affairs Pabuaran District needs to improve the quality of Human Resources in a sustainable manner, especially those in charge of service both through sending to training up in the field of public services and agencies above it.
