Abstract
ABSTRACK Putri Afiroh. NIM. 6661180022. Skripsi. Evaluation of Village Fund Management (DD) in Lebak Wangi Village, Lebak Wangi District, Serang Regency in 2019 and 2020. Public Administration Study Program. Faculty of Social and Political Sciences. Sultan Ageng Tirtayasa University. The 1st Advisor : Maulana Yusuf, S.IP.,M.Si and The 2nd Advisor: Riny Handayani S.Si.,M.Si This research focuses on the Evaluation of Village Fund Management (DD) in Lebak Wangi Village, Lebak Wangi District, Serang Regency in 2019 and 2020. This research is backgrounded by the Lebak Wangi Village Government not budgeting the village fund budget for community empowerment programs, the Lebak Wangi Village Fund Budget was not disbursed in 2019, village officials lack understanding and knowledge about village fund management, the village government does not involve the community during deliberations the Preparation of Village Government Work Planning, the community does not participate in the village development process. The theory used in this study is william dun evaluation criteria. The research method used is a descriptive method with a Qualitative approach. The research data analysis technique uses Miles and Huberman data analysis. The results of the Village Fund Management Evaluation Research (DD) in Lebak Wangi Village, Lebak Wangi District, Serang Regency in 2019 and 2020 have not gone well because the village fund budget is constrained by the Covid-19 pandemic outbreak, making the budget diverted to the field of emergencies and urgent circumstances, the absence of community empowerment from the village fund budget is not known by BPD and LPM and even the community, In 2019 the village funds in Lebak Wangi Village were not disbursed due to problems, many people did not know about the management of village funds because the village government did not involve the community, the community was only involved in the implementation but only as workers who were given wages. The advice in this study is the need for a priority scale of activity programs needed by the community, improving the quality of performance and human resources capacity of village governments in managing village funds, as well as the importance of public awareness of participating in the implementation of development.

Penelitian ini dilatar belakangi oleh Pemerintah Desa Lebak Wangi tidak menganggarkan anggaran dana desa untuk program pemberdayaan masyarakat, Anggaran Dana Desa Lebak Wangi tidak dicairkan pada tahun 2019, Perangkat desa kurang memiliki pemahaman dan pengetahuan tentang pengelolaan dana desa, Pemerintah desa kurang melibatkan masyarakat pada saat musyawarah Penyusunan Perencanaan Kerja Pemerintah Desa, Masyarakat kurang ikut peran serta dalam proses pembangunan desa. Teori yang digunakan dalam penelitian ini adalah Kriteria Evaluasi William Dun. Metode Penelitian yang digunakan adalah Metode deskriptif dengan pendekatan Kualitatif. Teknik analisis data penelitian menggunakan analisis data Miles dan Huberman. Hasil Penelitian Evaluasi Pengelolaan Dana Desa (DD) di Desa Lebak Wangi Kecamatan Lebak Wangi Kabupaten Serang Tahun 2019 dan 2020 belum berjalan dengan baik dikarenakan anggaran dana desa terkendala dengan adanya wabah pandemic covid-19 membuat anggaran dialihkan kebidang keadaan darurat dan mendesak, tidak adanya pemberdayaan masyarakat dari anggaran dana desa tidak diketahui oleh BPD dan LPM bahkan masyarakat, pada tahun 2019 dana desa di Desa Lebak Wangi tidak dicairkan karena terdapat permasalahan, Masyarakat banyak yang tidak mengetahui terkait pengelolaan dana desa karena pemerintah desa kurang melibatkan masyarakat, Masyarakat hanya dilibatkan dalam pelaksaan akan tetapi hanya sebagai pekerja yang diberi upah. Adapun saran dalam penelitian ini yaitu perlunya skala prioritas program-program kegiatan yang dibutuhkan masyarakat, meningkatkan kualitas kinerja dan kapasitas SDM pemerintah desa dalam mengelola dana desa, serta pentingnya kesadaran masyarakat ikut berpartisipasi dalam pelaksanaan pembangunan.
