Abstract
Tedi Hermawan. NIM: 6661 080396. SKRIPSI. Evaluasi Peraturan Daerah Kabupaten Serang Nomor 20 Tahun 2001 tentang Ijin Mendirikan Bangunan (IMB), di Kecamatan Kragilan. Program Studi Ilmu Administrasi Negara, Fisip Untirta. Kata kunci: Evaluasi, Peraturan Daerah, IMB. Peraturan Daerah No.20 Tahun 2001 tentang Izin Mendirikan Bangunan merupakan regulasi yang mengatur tentang perijinan pembangunan di wilayah Kabupaten Serang. Latar belakang masalah penelitian ini adalah masih banyaknya bangunan rumah tinggal yang tidak sesuai dengan Perda. Tujuannya untuk mengevaluasi Perda tersebut. Penelitian ini mengutip teori evaluasi kebijakan dari Nurcholis. Dalam penelitian ini, metode penelitian yang digunakan adalah kualitatif exploratif. Peneliti menganalisis bahwa tingkat kesadaran dan ketaatan hukum masyarakat mempunyai kontribusi yang besar terhadap keberhasilan suatu kebijakan. Dari hasil penelitian, diketahui bahwa kesadaran dan ketaatan hukum masyarakat Kecamatan Kragilan yang masih rendah, mengakibatkan capaian PAD sektor retribusi IMB belum optimal dari yang ditargetkan, dan ketertiban dalam pembangunan di lokus penelitian belum tercipta. Kesimpulannya, pelaksanaan Perda no 20 tahun 2001 tentang IMB di Kecamatan Kragilan belum berjalan secara maksimal. Oleh karena itu, peneliti merekomendasikan agar Kecamatan Kragilan memperbaiki dan meningkatkan sistem kinerja dalam melaksanakan Perda tersebut.

Local Regulation No.20 of 2001 on the Building permit regulations governing the licensing of development in the district of Serang. The background of this research problem is still the number of residential buildings that are not in accordance with the law. The goal is to evaluate the regulation. This study cites Nurcholis theory of policy evaluation. In this study, the research method used is qualitative exploratif. Researchers analyzed the level of awareness and compliance with community law have considerable to contribute on the success of a policy. From the research, found that awareness of and compliance with community law Kragilan District is still low, resulting in the achievement of PAD of IMB levy sectors of the target has not been optimal, and order the construction of the locus of research have not been created. In conclusion, the implementation of Regulation No. 20 of 2001 on the District Kragilan IMB has not run its full potential. Therefore, the researchers recommended that the District Kragilan improve and enhance system performance in implementing the regulation. . |
