Abstract
Pelaksanaan collaborative governance dalam perlindungan tenaga kerja Wanita di kabupaten serang pada tahun 2018 ini merupakan salah satu solusi dalam menyelesaikan permasalahan tenaga kerja Wanita di kabupaten serang. Daerah Kabupaten Serang peringkat pertama di wilayah provinsi banten dengan menyumbang 696 orang pada tahun 2018. Maka dari itu konsep collaborative governance sangat cocok untuk dijalankan untuk melakukan Kerjasama dalam menyelesaikan permasalahan tenaga kerja Wanita ini. Pada penelitian ini mengukur tingkat keberhasilan dari teori De Seve yaitu teori collaborative governance. Dasar dari teori ini ada 8 ukuran keberhasilan yaitu, struktur jaringan, komitmen terhadap tujuan, adanya kepercyaaan antar pelaku dalam jaringan, adanya kepastian, akses terhadap kekuasaan, pembagian akuntabilitas berbagi informasi dan akses terhadap sumber daya. Pada penelitian ini menggunakan metode penelitian kualitatif. Pengumpulan data dilakukan observasi turun langsung kelapangan mewawancarai Disnaker Kabupaten Serang, BP3TKI dan SBMI. Hasil penelitian ini menjelaskan bagaimana proses collaborative governance ini belum berjalan dengan maksimal. Tidak adanya jaringan yg terbentuk secara administratif dan tidak adanya perjanjian antar ketiga instansi ini kesulitan menjalankan kolaborasi. Sehingga peneliti mendorong untuk instansi terkait untuk mendorong dibuatnya perjanjian antar dinas agar secara administratif dan secara hukum jelas kedudukannya sehingga bisa menjalankan kolaborasi perlindungan tenaga kerja Wanita dengan maksimal.

| Additional Information: | The implementation of collaborative governance in the protection of female workers in Serang district in 2018 is one solution in solving of female workers in Serang. In Serang area was ranked first in the Banten province with 696 people in 2018. The concept of collaborative governance is very suitable to be carried out in collaboration to problem solving of this female worker. This study measures the success rate of De Seve's theory, the theory is Collaborative Governance. The basis of this theory is that there are 8 measures of success, network structure, commitment, trust among participants, governance, access to authority, distributive accountability, sharing of information and access to resources. In this study using qualitative research methods. Data collection was carried out by direct observation of the field by interviewing Disnaker, BP3TKI and SBMI. The results of this study explain how the collaborative governance process has not run optimally. No network is formed administratively and there is no agreement between these three agencies to collaborate as in De Seve's theory. So that researchers encourage relevant agencies to encourage the making of inter-departmental agreements so that administratively and legally their position is clear so that they can collaborate with the protection of female workers. | |||||||||
