Abstract

Kebutuhan akan ruang terbuka hijau terutama RTH Publik sangat penting di kota Serang. Sesuai dengan UU RI NO.27 Tahun 2007 minimal harus mempunyai ruang terbuka hijau publik sebesar 20%. Berdasarkan uraian,penelitian ini membahas tentang Implementasi Kebijakan Ruang Terbuka Hijau Taman Kota di Kota Serang berpedoman pada Peraturan Daerah no.3 Tahun 2013 Tentang Pengelolaan Ruang Terbuka Hijau di kota Serang. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan kebijakan taman kota sebagai RTH Publik di kota Serang. Teori yang digunakan ialah teori Implementasi Kebijakan Publik menurut Van Meter dan Van Horn. Metode penelitian yang digunakan adalah metode kualitatif deskriptif,dengan analisis data menggunakan model Miles dan Huberman. Informan yang terlibat dalam penelitian ini ialah Dinas Perumahan Rakyat dan Kawasan Permukiman (DPRDKP) kota Serang, Satuan Polisi Pamong Praja (SATPOLPP) kota Serang dan informan lain yang berkaitan. Hasil penelitian menunjukkan bahwa pelaksanaan pembangunan taman kota sebagai RTH Publik belum sepenuhnya berjalan optimal kaarena adanya keterbatasan lahan dan anggaran dalam pengelolaan RTH menjadi penghambat dalam meningkatkan pembangunan taman kota, diikuti dengan kurangnya pemanfaatan fungsi taman kota yang sudah ada,kurangnya pengawasan terhadap keamanan dan ketertiban taman kota serta peran masyarakat yang masih kurang untuk ikut turut serta dalam pemeliharaan taman kota. Maka saran yang dapat diberikan ialah meningkatkan peran serta masyarakat untuk ikut aktif dalam pengelolaan taman kota,melakukan kerjasama dengan pihak swasta untuk meningkatkan pembangunan RTH,melihat contoh pengelolaan RTH kota lain sebagai gambaran pembangunan RTH di Kota Serang,dan melakukan sosialisasi ke masyarakat melalui media tambahan untuk turut berperan dalam menjaga dan memelihara taman kota.

Additional Information:	The need for green open space, especially Public RTH is very important in Serang city. In accordance with The Republic of Indonesia Law No.27 of 2007 must have at least 20 public green open spaces. Based on the description, this study discusses the Implementation of Green Open Space Policy of City Park in Serang City guided by Local Regulation No.3 of 2013 on Green Open Space Management in Serang city. The purpose of this sacrifice is to know the implementation of the city park policy as a Public RTH in serang city. The theory used is the theory of Public Policy Implementation according to Van Meter and Van Horn. The research method used is descriptive qualitative method, with data analysis using Miles and Huberman models. The informants involved in this study are the Public Housing and Residential Area Office (DPRDKP) of Serang city, the Pamong Praja Police Unit (SATPOLPP) of Serang city and other relevant informants. The results showed that the mplementation of urban park development as Public RTH has not fully run optimally due to land limitations and budget in the management of RTH becomes an obstacle in mproving the development of city parks, followed by the lack of utilization of existing ity park functions, lack of supervision on the security and order of city parks and the ole of the community that is still lacking to participate in the maintenance of city parks. So the advice that can be given is to increase the participation of the ommunity to actively participate in the management of city parks, cooperate with private parties to improve the development of RTH, see examples of RTH management of other cities as a description of RTH development in Serang City, and ocialize to the community through additional media to play a role in maintaining and maintaining the city park.
