Abstract

ABSTRACT Muhammad Rafi, NIM. 6670180045, Empowerment Performed by the Rumah Autis of Tangerang City in Fulfilling the Educational Rights of Persons with Autism Disabilities. Supervisor : Ika Arinia Indriyany, M.A. Government Science Study Program. Faculty of Social Science and Political Science. Sultan Ageng Tirtayasa University. 2022 People with autism disabilities are an important part to pay attention to from the point of view of fulfilling their rights, especially education. Because in fact in Indonesia there are still many policy programs that are discriminatory. This happened in the Tangerang City area, where children with autistic disabilities still need a role among people who have the awareness to care about the sustainability of children with autism. This study tries to see how the role given by the community in empowering children with autism who are discriminated against through the Tangerang City Autism House. This study was studied using the empowerment theory from Mardikanto which is supported through the concept of non-formal education by Kindervather which includes, 1) Community Organizations; 2) Participant Approach; 3) Education For Justice. And in this study using the concept of Civil Society theory from Adi Surya Culla which leads to the community empowerment movement. Then this study uses a qualitative research method using a descriptive approach. The results of this study conclude that the policy by the Tangerang City Government in the form of inclusive schools is still not a solution for children with autism. Schools that have an inclusion label are still not ready to accept all the limitations for people with disabilities, especially autism. So the role of the community who has awareness is needed for the continuity of education for people with autism disabilities in Tangerang City. Karena nyatanya di Indonesia masih banyak program kebijakan yang bersifat diskriminatif. Hal tersebut terjadi di wilayah Kota Tangerang, dimana para anak-anak penyandang disabilitas autis masih membutuhkan peran diantara masyarakat yang memiliki kesadaran untuk memperdulikan keberlangsungan bagi anak-anak penyandang autis. Penelitian ini mencoba untuk melihat bagaimana peran yang diberikan oleh masyarakat dalam memberdayakan anak-anak penyandang autis yang terdiskriminasi melalui Rumah Autis Kota Tangerang. Penelitian ini dikaji menggunakan teori pemberdayaan dari Mardikanto yang ditunjang melalui konsep pendidikan non formal oleh Kindervather yang meliputi, 1) Organisasi Masyarakat; 2) Pendekatan Partisipan; 3) Pendidikan Untuk Keadilan. Serta pada penelitian ini menggunakan konsep teori Civil Society dari Adi Surya Culla yang mengarah kepada gerakan pemberdayaan masyarakat. Kemudian penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan pendekatan deskriptif. Hasil dari penelitian ini menyimpulkan bahwa kebijakan oleh Pemerintah Kota Tangerang dalam bentuk sekolah inklusi masih belum menjadi solusi bagi anak-anak penyandang autis. Sekolah yang memiliki label inklusi masih belum siap untuk menerima segala keterbatasan bagi penyandang disabilitas khususnya autis. Maka peran dari masyarakat yang memiliki kesadaran sangat dibutuhkan untuk keberlangsungan pendidikan bagi penyandang disabilitas autis di Kota Tangerang.
