Abstract
salah satu komoditas ekspor perkebunan yang berperan penting dalam keberlangsungan hidup masyarakat Belitung Timur, yaitu lada putih. Komoditas lada putih menjadi sasaran utama bagi para pengusaha dalam memainkan perannya dalam rantai dagang. Rantai dagang lada putih tersebar luas hingga ke pelosok desa yang membuat pengusaha tersebut mampu memonopoli lada putih dalam kekuasaan rantai dagang. Dalam praktek dagang, lada putih erat kaitannya dengan perburuan rente atau yang disebut dengan rent seeking. Penelitian ini menggunakan teori rent seeking oleh Anne O Kreuger yang melihat rent seeking dalam pandangan swasta memainkan peran dalam perdagangan, yaitu melalui usahanya dalam upaya menguasai sumberdaya yang dimiliki oleh petani, dan Gordon Tullock yang melihat upaya pengusaha dalam memainkan peran melalui kerjasama dengan pemerintah yang menyebabkan adanya transfer direct pada perdagangan lada putih. Adapun metode penelitian yang digunakan adalah metode kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumen. Hasil penelitian ini memperlihatkan bahwa adanya rantai kekuasaan lada yang didapat dari praktik rent seeking oleh para pengusaha yang tersebar luas hingga pelosok desa dengan dibantu oleh orang-orang yang memiliki power dalam menjalankan tugasnya. Dengan adanya praktik rent seeking, tentu akan membuat petani-petani lada menjadi terkekang dan sulit untuk melakukan pergerakan dikarenakan sistem dalam rent seeking mengakomodir dan membuat petani lada menjadi individual.

| Additional Information: | one of the plantation export commodities that plays an important role in the survival of the people of East Belitung, namely white pepper. The white pepper commodity is the main target for entrepreneurs in playing their role in the trade chain. The white pepper trade chain is widespread to remote villages which makes these entrepreneurs able to monopolize white pepper in the power of the trade chain. In commercial practice, white pepper is closely related to rent-seeking or what is known as rent seeking. This study uses rent seeking theory by Anne O Kreuger, who sees rent seeking in the private view of playing a role in trade, namely through efforts to control the resources owned by farmers, and Gordon Tullock who sees the efforts of entrepreneurs in playing a role through cooperation with the government which causes there is a direct transfer in the white pepper trade. The research method used is a qualitative method with data collection techniques through interviews, observations, and documents. The results of this study indicate that there is a pepper power chain obtained from rent seeking practices by entrepreneurs that are widespread throughout the village, assisted by people who have power in carrying out their duties. With the practice of rent seeking, it will certainly make pepper farmers confined and difficult to move because the system in rent seeking accommodates and makes pepper farmers become individuals. | |||||||||
