Abstract

Serang City Regional Regulation Number 2 of 2019 concerning Regional Levies. The city of Serang applies a special parking retribution policy in the Banten Lama area. Special parking lots in Banten Lama have problems with rampant illegal parking and illegal parking attendants which have an impact on the receipt of parking fees, poor parking ticket management which causes illegal levies and lack of socialization related to parking rates, and supervision of parking activities by officers is still weak. This study uses the theory of public policy implementation according to George C. Edward III (in Agustino, 2014:149), namely Communication, Resources, Disposition and Bureaucratic Structure. This study uses a qualitative method. By collecting data through observation, interviews and documentation. The research data analysis technique uses data analysis by Miles et.al (2014:13). The results of the study indicate that the implementation of the Special Parking Retribution Policy in the Banten area has not been maximized. This can be seen from the socialization of policies regarding parking fees that have not been carried out regularly and thoroughly, parking attendants who are not yet competent in carrying out their duties, inadequate budget and infrastructure, supervision that has not been maximized and there is no firmness on sanctions for policy violators. Suggestions from researchers, namely the need for periodic and comprehensive socialization of parking retribution policies, the need to have legal firmness for policy violators and it is better for special parking places to use automatic gates in order to minimize the occurrence of extortion.

Additional Information:	Peraturan Daerah Kota Serang Nomor 2 tahun 2019 Tentang Retribusi Daerah. Kota Serang menerapkan kebijakan retribusi tempat khusus parkir di kawasan Banten Lama. Pada tempat khusus parkir di Banten Lama memiliki permasalah maraknya parkir liar serta juru parkir illegal yang berdampak kepada penerimaan retribusi parkir, pengelolaan karcis parkir yang masih buruk yang menimbulkan pungutan liar serta kurangnya sosialisasi terkait tarif parkir, dan pengawasan terhadap kegiatan perparkiran oleh petugas masih lemah. Penelitian ini menggunakan teori implementasi kebijkana publik menurut George C. Edward III (dalam Agustino, 2014:149), yaitu Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Penelitian ini menggunakan metode kualitatif. Dengan mengumpulkan data melalui observasi, wawancara dan dokumentasi. Teknik analisis data penelitian menggunakan analisis data Miles et.al (2014:13). Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Retribusi Tempat Khusus Parkir Di Kawasan Banten Lama belum maksimal. Hal ini terlihat dari sosialisasi kebijakan mengenai retribusi parkir yang belum dilakukan secara berkala dan menyeluruh, juru parkir yang belum kompeten dalam melaksanakan tugasnya, anggaran dan sarana prasarana yang belum memadai, pengawasan yang belum maksimal dan belum adanya ketegasan atas sanksi bagi para pelanggar kebijakan. Saran dari peneliti, yaitu perlu adanya sosialisasi kebijakan retribusi parkir secara berkala dan menyeluruh, perlunya memiliki ketegasan hukum bagi para pelanggar kebijakan serta sebaiknya tempat khusus parkir menggunkan pintu palang otomatis agar meminimalisir terjadinya pungli.
