Abstract
Bukit Barisan Selatan National Park (BBSNP) which is located in Tanggamus Regency has tourism potential, however this potential has not been optimally managed from the side of the local government of Tanggamus Regency. The identification of the problem in this research is, what are the efforts of the local government in managing the potential of Bukit Barisan Selatan National Park as a tourist destination in Tanggamus Regency based on the Regional Regulation of Tanggamus Regency Number 6 of 2019 concerning Integrated Development of Tourism? Then, what are the natural resource potentials in Bukit Barisan Selatan National Park that can be used as tourist destinations in Tanggamus Regency based on the Tanggamus Regency Regional Regulation Number 6 of 2019 concerning Integrated Tourism Development? The theory used is the theory of authority and tourism. The research method used is empirical juridical. The research specifications are analytical descriptive. Data sources consist of primary data supported by secondary data. Data collection techniques through interviews, observation and documentation related to research. The data obtained was then analyzed descriptively using a qualitative approach. The results of this study, the Regional Government of Tanggamus Regency have made efforts to determine tourist destinations, coordinate development, and organize tourism education, training and research. The Tanggamus BBSNP area has tourism potential consisting of the Sukaraja waterfall, the beauty of Semaka Bay, Camping Grounds, Tarsius and Raflessia observation plots, and a variety of other wild life. The conclusion is that the Tanggamus Regency Government has exercised some of its authority, but these efforts are felt to be not optimal, especially in terms of tourism marketing because the Tanggamus Regency Government can only exercise supporting authority in implementing tourism in the BBSNP considering that BBSNP is fully within the domain and authority of the National Park Center. Bukit Barisan Selatan as a conservation area. The BBSNP in Tanggamus area has tourism potential which has fulfilled several aspects of the strategic tourism area in Article 32 of the Regional Regulation of the Tanggamus Regency Number 6 of 2009. The suggestion is that the Regional Government of Tanggamus Regency is expected to make more efforts to increase tourism marketing in the Tanggamus BBSNP area.

| Additional Information: | Taman Nasional Bukit Barisan Selatan (TNBBS) yang berada di Kabupaten Tanggamus memiliki potensi wisata, tetapi potensi tersebut dalam pengelolaannya belum optimal dari sisi pemerintah daerah Kabupaten Tanggamus. Adapun identifikasi masalah dalam penelitian ini adalah, bagaimana upaya pemerintah daerah dalam pengelolaan potensi Taman Nasional Bukit Barisan Selatan sebagai destinasi wisata di Kabupaten Tanggamus berdasarkan Peraturan Daerah Kabupaten Tanggamus Nomor 6 Tahun 2019 Tentang Pengembangan Terpadu Kepariwisataan? Kemudian, apa saja potensi Sumber Daya Alam di Taman Nasional Bukit Barisan Selatan yang dapat dijadikan sebagai destinasi wisata di Kabupaten Tanggamus berdasarkan Peraturan Daerah Kabupaten Tanggamus Nomor 6 Tahun 2019 Tentang Pengembangan Terpadu Kepariwisataan? Teori yang digunakan adalah teori kewenangan dan kepariwisataan. Metode penelitian yang digunakan adalah yuridis empiris. Spesifikasi penelitian yaitu deskriptif analitis. Sumber data terdiri dari yaitu data primer yang ditunjang oleh data sekunder. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi yang terkait dengan penelitian. Data diperoleh kemudian dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil dari penelitian ini, Pemerintah Daerah Kabupaten Tanggamus telah melakukan upaya dengan menetapkan destinasi wisata, mengkoordinasikan pengembangan, serta menyelenggarakan pendidikan, pelatihan, dan penelitian kepariwisataan. TNBBS wilayah Tanggamus memiliki potensi wisata terdiri dari air terjun sukaraja, keindahan Teluk Semaka, Bumi Perkemahan, plot pengamatan Tarsius dan Raflessia, serta keragaman kehidupan liar lainnya. Kesimpulannya adalah Pemerintah Kabupaten Tanggamus telah menjalankan beberapa dari wewenangnya, akan tetapi upaya tersebut dirasa belum optimal terutama dalam hal pemasaran pariwisata sebab Pemerintah Kabupaten Tanggamus hanya dapat menjalankan wewenang yang bersifat mendukung dalam penyelenggaraan pariwisata di TNBBS mengingat TNBBS sepenuhnya dalam ranah dan kewenangan Balai Besar Taman Nasional Bukit Barisan Selatan sebagai kawasan konservasi. TNBBS wilayah Tanggamus memiliki potensi wisata yang sudah memenuhi beberapa aspek kawasan strategis pariwisata pada Pasal 32 Peraturan Daerah Kabupaten Tanggamus Nomor 6 Tahun 2009. Sarannya adalah, Pemerintah Daerah Kabupaten Tanggamus diharapkan dapat lebih berupaya meningkatkan pemasaran pariwisata pada TNBBS wilayah Tanggamus. | |||||||||
