Abstract

There are two issues that are examined in this study, namely the implementation of the supervisory functions of the House of representatives of the regional City of attack against the Service given by the population and civil registration Serang Years 2014-2018 and efforts as well as barrier function in improving oversight of the House of representatives of the regional City of attack against the Department in the public service population and civil registration Serang Years 2014-2018. This research is a kind of qualitative research. Research data done by interviews with resource persons and equipped with a study of the literature. This research method using normative juridical approach in analyzing the data and presented in a descriptive analytical. Legal materials which were used in this study uses the law of primary and secondary legal materials. The results showed that the supervisory responsibility towards public services at the service of the population and civil registration Serang is part of the responsibility of the regional House of representatives Serang and yet effective because in the exercise of supervision and service quality improvement efforts, the House of representatives of the regional city of Serang has some constraints include human resource factor, factor infrastructure members of the House of representatives of the region, the lack of communication between the members of the Regional Representatives and community area with other weakness is the lack of public awareness to supervise government policies that are currently on the run. should the House of representatives of the regional City of attack increases the return performance of supervision against the public service in the service of the population and civil registration Serang and need for taking priority oversight on activities that bring a big impact to the community. Penelitian ini mengkaji tentang “ Kewenangan Dewan Perwakilan Rakyat Daerah Kota Serang dalam melaksankan fungsi pengawasan terhadap Pelayanan Publik Pada Dinas Kependudukan dan Pencatatan Sipil Kota Serang Tahun 2014-2018 berdasarkan Undang-Undang NO 23 Tahun 2014 Tentang Pemerintahan daerah. Ada dua permasalahan yang dikaji dalam penelitian ini yaitu pelaksanaan fungsi pengawasan Dewan Perwakilan Rakyat Daerah Kota Serang terhadap Pelayanan yang di berikan oleh Dinas Kependudukan dan pencatatan Sipil Kota Serang Tahun 2014-2018 dan upaya serta penghambat dalam meningkatkan fungsi pengawasan Dewan Perwakilan Rakyat Daerah Kota Serang terhadap pelayanan publik pada Dinas Kependudukan dan Pencatatan Sipil Kota Serang Tahun 2014-2018. Penelitian ini merupakan jenis penelitian kualitatif. Data penelitian dilakukan dengan wawancara dengan narasumber dan dilengkapi dengan studi pustaka. Penelitian ini menggunakan metode pendekatan yuridis normatif dalam menganalisis data dan disajikan secara deskriptif analitis. Bahan hukum yang digunakan dalam penelitian ini menggunakan bahan hukum primer dan bahan hukum sekunder. Hasil penelitian menunjukkan bahwa tanggung jawab pengawasan terhadap pelayanan publik pada Dinas Kependudukan dan Pencatatan Sipil Kota Serang adalah bagian dari tanggung jawab Dewan Perwakilan Rakyat Daerah Kota Serang dan belum berjalan efektif karena dalam pelaksanaan pengawasan serta upaya peningkatan kualitas Pelayanan, Dewan Perwakilan Rakyat Daerah Kota Serang mempunyai beberapa kendala diantaranya faktor sumber daya manusia, faktor sarana prasarana anggota Dewan Perwakilan Rakyat Daerah, kurangnya komunikasi antara anggota Daerah Perwakilan Rakyat Daerah dengan masyarakat dan kelemahan lainnya ialah kurangnya kesadaran masyarakat untuk ikut serta mengawasi kebijakan-kebijakan pemerintah yang sedang di jalankan. sebaiknya Dewan Perwakilan Rakyat Daerah Kota Serang meningkatkan kembali kinerja pengawasan terhadap pelayanan publik pada Dinas Kependudukan dan Pencatatan Sipil Kota Serang dan Perlu adanya pengambilan prioritas pengawasan pada kegiatan yang membawa dampak besar kepada masyarakat.
