Abstract
The Regional Government has the authorize to manage its own household based on the principles of decentralization and regional autonomy including the authority of rural electricity programs. Under the Law Number 23 Year 2014 about Regional Government, the regional government has the authorize to carry out government affairs related to the energy and mineral resources sector, with the issuance of Law Number 49 of 2017 concerning Guidelines for Grants and Social Assistance Sourced from the Banten Provincial Budget. Implement rural electricity programs in the process of accelerating development is essentially to create a just and prosperous society. The problem that arises is the lack of coordination with the relevant agencies in the program implemented, giving rise to the uneven distribution of rural electricity programs to be realized to the target households in Pandeglang District, Pandeglang Regency. In this study identify problems including the implementation of Governor Regulation number 49 of 2017 related to the implementation of rural electricity programs in Pandeglang District? What are the supporting and inhibiting factors in implementing the implementation of a rural electricity program in Pandeglang Subdistrict related to Governor Regulation number 49 of 2017? The type of research used in this study is a type of analysis description research, using a sociological juridical approach. This is done to find out the facts that occur in the reality. implement the rural electricity program (Lisdes) has been implemented but it has not been optimal, this is due to the process of assistance for the realization of the program is quite long, so many target households complain that it is not in accordance with the data submitted on the proposal. the process of realization of the program. | Additional Information: | Pemerintah Daerah memiliki kewenangan dalam menjalankan dan mengurus rumah tangga nya sendiri berdasarkan asas desentralisasi dan otonomi daerah termasuk pula kewenangan terhadap program listrik perdesaan. Berdasarkan Undang-Undang Nomor 23 Tahun 2014 tent ang Pemerintah Daerah, pemerintah daerah berwenang untuk menjalankan urusan pemerintah yang berkaitan dengan bidang energi dan sumber daya mineral, dengan dikeluarkannya Undang-Undang Nomor 49 Tahun 2017 tentang Pedoman Hibah Dan Bantuan Sosial Yang Bersum ber Dari APBD Provinsi Banten. Penyelenggaraan program listrik perdesaan dalam proses percepatan pembangunan pada hakekatnya guna mewujudkan masyarakat yang adil dan makmur. Masalah yang timbul adalah kurangnya koordinasi dengan dinas yang terkait dalam program yang di jalani, sehingga menimbulkan belum meratanya bantuan program listrik perdesaan untuk direalisasikan kepada rumah tangga sasaran di Kecamatan P andeglang Kabupaten Pandeglang. Dalam penelitian ini mengidentifikasi masalah diantaranya adalah Bagaimana implementasi Peraturan Gubernur nomor 49 tahun 2017 terkait pemberlakuan program listrik perdesaan di Kecamatan Pandeglang? Apa saja faktor pendukung dan penghambat dalam penerapan implementasi program listrik perdesaan di Kecamatan Pandegl ang terkait Peraturan Gubernur nomor 49 tahun 2017? Jenis penelitian yang digunakan dalam penelitian ini adalah jenis penelitian deskripsi analisis, dengan menggunakan pendekatan yuridis sosiologis. Hal ini dilakukan untuk mengetahui fakta yang terjadi dilapangan. Implementasi program listrik perdesaan (Lisdes) sudah terlaksana tetapi belum optimal, hal ini diakibatkan proses bantuan untuk realisasi program terbilang cukup lama, sehingga masyarakat calon rumah tangga sasaran banyak yang menge luh dikarnakan tidak sesuai dengan data yang diajukan pada proposal, kurangnya koordinasi antara dinas terkait mempengaruhi proses realisasi program tersebut .
