Abstract
This thesis research has a background that the management of regional property, which is increasingly developing and complex, really needs to be supported by comprehensive arrangements that are tailored to the development of needs, so that the planning, implementation, and supervision processes can be managed optimally, effectively, and efficiently. There are two problems that need to be discussed and analyzed, namely, firstly, how is the function of Supervision of the Regional Financial and Assets Agency (BKAD) on the security of regional property in terms of Law Number 1 of 2004 about the State Treasury, and secondly, how is the implementation of Law Number 1 of 2004 about the State Treasury whether it can guarantee the Protection and Security of Regional Property. The research method was carried out in a qualitative descriptive analysis with a normative juridical approach. The research sources used consisted of primary data and secondary data. The legal materials used in this study consist of primary legal materials, secondary legal materials, and tertiary legal materials. Data collection techniques were carried out in a documentary and interview. Based on the results of the research, it can be concluded that there are two things, namely, first, the Supervision Function of the Regional Financial and Assets Agency (BKAD) on the Security of Regional Property in terms of Law Number 1 of 2004 about the State Treasury has been implemented by the Regional Finance and Assets Agency. belonging to the region in the form of securing building land; Security of buildings and/or buildings; Security of official vehicles; State house security; Security of supplies; Security other than building land and buildings; Security of intangible goods and secondly Implementation of Law No. 1 of 2004 about the State Treasury can guarantee the Protection and Security of Regional Property in accordance with the Supervision Function of the Regional Finance and Assets Agency (BKAD) on the Security of Regional Property.

| Additional Information: | Penelitian tesis ini memiliki latar belakang bahwa Pengelolaan barang milik daerah Daerah yang semakin berkembang dan kompleks sangat perlu didukung dengan pengaturan yang komprehensif yang disesuaikan dengan perkembangan kebutuhan, agar dalam proses perencanaan, pelaksanaan, dan pengawasannya dapat dikelola secara optimal, efektif, dan efisien. Terdapat dua permasalahan yang perlu dibahas dan dilakukan analisis yaitu, pertama Bagaimana fungsi Pengawasan Badan Keuangan dan Aset Daerah (BKAD) Terhadap Pengamanan Barang Milik Daerah ditinjau dari Undang-Undang Nomor 1 Tahun 2004 Tentang Perbendaharaan Negara, dan kedua, Bagaimana Implementasi Undang-Undang Nomor 1 Tahun 2004 Tentang Perbendaharaan Negara apakah dapat menjamin Perlindungan dan Pengamanan Barang Milik Daerah. Metode penelitian dilakukan secara analitis deskriptif kualitatif dengan pendekatan melalui cara yuridis normatif. Sumber penelitian yang digunakan terdiri dari data primer serta data sekunder. Bahan hukum yang digunakan dalam penelitian ini terdiri dari bahan hukum primer, bahan hukum sekunder, dan bahan hukum tersier. Teknik pengumpulan data dilakukan secara dokumenter dan wawancara. Berdasarkan hasil penelitian, dapat disimpulkan dua hal yaitu, pertama Fungsi Pengawasan Badan Keuangan dan Aset Daerah (BKAD) Terhadap Pengamanan Barang Milik Daerah ditinjau dari Undang-Undang Nomor 1 Tahun 2004 Tentang Perbendaharaan Negara telah dilaksanakan oleh Badan Keuangan dan Aset Daerah Pola pengamanan terhadap barang milik daerah berupa Pengamanan tanah bangunan; Pengamanan gedung dan/atau bangunan; Pengamanan kendaraan dinas; Pengamanan rumah negara; Pengamanan barang persediaan; Pengamanan selain tanah gedung dan bangunan; Pengamanan barang tak berwujud dan kedua Implementasi Undang-Undang Nomor 1 Tahun 2004 Tentang Perbendaharaan Negara dapat menjamin Perlindungan dan Pengamanan Barang Milik Daerah sesuai Fungsi Pengawasan Badan Keuangan dan Aset Daerah (BKAD) Terhadap Pengamanan Barang Milik Daerah | |||||||||
