Abstract

ABSTRACT Pipit Lestari. NIM. 6670160091. Government Collaboration in Realizing the Healthy District Program in Serang District. Supervisor: Bayu Nurohman, M.Ipol. Government Science Study Program. Faculty of Social Science and Political Science. Sultan Ageng Tirtayasa University Healthy District is a national program launched to realize Indonesian people who pay attention to health aspects, especially physical health. This study intends to find out the collaboration of the Serang Regency government in realizing the 2018-2019 Healthy District program. The analysis in this study uses the theory of Ansell and Grash 2007. The research method used is qualitative. The results of the study indicate that the collaborative governance process that has been carried out in the implementation of the Healthy District Program in Serang Regency has not run optimally. This is because several indicators in the collaborative governance process have not been fully met. The initial conditions that affect the implementation of the Healthy District Program in Serang District include a strong commitment from the Serang Regent who wants to become a clean, safe, comfortable and healthy district. Stakeholders in the program consist of five OPD from the government, then the community is represented by forums and working groups, as well as private parties in Serang Regency. The supporting factors for collaborative governance in the implementation of the Healthy District Program consist of a strong commitment from the Regent of Serang so that the program can run, then there is a forum that becomes a forum for exchanging ideas and making decisions. The inhibiting factors for collaborative governance in the implementation of the Healthy Regency Program consist of the lack of available budget for the Healthy Regency Program, causing some activities to not run optimally, then the incentives given to stakeholders, especially the community, are still considered too low, then there is still sectoral ego between stakeholders. which makes coordination sometimes difficult, and the last is the role of the private sector which is still considered minimal. Universitas Sultan Ageng Tirtayasa Kabupaten Sehat merupakan suatu program nasional yang dicanangkan untuk mewujudkan masyarakat Indonesia yang memerhatikan aspek kesehatan, terutama kesehatan fisik. Penelitian ini bermaksud untuk mengetahui kolaborasi pemerintahan Kabupaten Serang dalam mewujudkan program Kabupaten Sehat Tahun 2018-2019. Analisis dalam penelitian ini menggunakan teori Ansell dan Grash 2007. Metode penelitian yang digunakan ialah kualitatif. Hasil penelitian menunjukkan bahwa proses collaborative governance yang selama ini dilakukan dalam pelaksanaan Program Kabupaten Sehat di Kabupaten Serang belum berjalan dengan optimal. Hal tersebut dikarenakan beberapa indikator yang ada dalam proses collaborative governance belum terpenuhi seluruhnya. Kondisi awal yang mempengaruhi pelaksanaan Program Kabupaten Sehat di Kabupaten Serang antara lain adanya komitmen yang kuat dari Bupati Serang yang ingin menjadi sebuah Kabupaten yang bersih, aman, nyaman dan sehat. Stakeholder dalam program terdiri dari lima OPD dari pihak pemerintah, kemudian masyarakat diwakili oleh forum dan kelompok kerja, serta pihak swasta yang ada di Kabupaten Serang. Faktor pendukung collaborative governance dalam pelaksanaan Program Kabupaten Sehat terdiri dari, komitmen yang kuat dari Bupati Serang sehingga meyebabkan program tersebut dapat berjalan, kemudian terdapat forum yang menjadi wadah untuk saling bertukar pikiran dan juga mengambil keputusan. Faktor penghambat collaborative governance dalam pelaksanaan Program Kabupaten Sehat terdiri dari, minimnya anggaran yang tersedia untuk Program Kabupaten Sehat sehingga menyebabkan beberapa kegiatan tidak bisa berjalan dengan optimal, kemudian insentif yang diberikan kepada stakeholder khususnya masyarakat masih dinilai terlalu rendah, lalu masih terdapatnya ego sektoral antar stakeholder yang menyebabkan koordinasi terkadang sulit dilakukan, dan yang terakhir adalah peran dari pihak swasta yang masih dirasa minim.
