Abstract
ABSTRACT Dhea Widya Sagita. 6661150078 2022. Implementation of Sustainable Food Agricultural Land Protection Policy (PLP2B) in Ciruas District, Serang Regency. Public Administration Study Program. Faculty of Social Science and Political Science. Advisor I: Leo Agustino, Ph.D. Advisor II: Yeni Widyastuti, S.Sos, M.Si. This study aims to find out about the Implementation of the Sustainable Food Agricultural Land Policy in Serang Regency, especially Ciruas District. This study uses qualitative methods with data collection techniques using instruments of observation, interviews, and documentation. Informants were selected based on purposive sampling. The data analysis techniques used are data collection, data transcription, coding, data categorization, temporary conclusions, triangulation, to conclusions. The results of the study indicate that the Serang Regency government does not yet have a special Regional Regulation that regulates the Protection of Sustainable Food Agricultural Land. In its implementation, there are 2 aspects carried out, namely planning and determining LP2B in the Regency RTRW. In this aspect, there are still obstacles to synchronizing data on the area of rice fields which still vary between agencies as well as at the Regency / City and Provincial levels. Penelitian ini dilatarbelakangi oleh tingginya konversi lahan ke non pertanian dari tahun ke tahun secara masif. Penelitian ini bertujuan untuk mengetahui mengenai Implementasi Kebijakan Lahan Pertanian Pangan Berkelanjutan di Kabupaten Serang khususnya Kecamatan Ciruas. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data menggunakan instrumen observasi, wawancara dan dokumentasi. Informan yang dipilih berdasarkan purposive sampling. Adapun teknik analisa data yang digunakan adalah pengumpulan data, transkrip data, pembuatan koding, kategorisasi data, penyimpulan sementara, triangulasi, hingga penyimpulan akhir. Hasil penelitian menunjukkan bahwa, pemerintah Kabupaten Serang belum memiliki Peraturan Daerah khusus yang mengatur tentang Perlindungan Lahan Pertanian Pangan Berkelanjutan. Dalam implementasinya terdapat 2 aspek yang dilakukan yakni perencanaan dan penetapan LP2B di dalam RTRW Kabupaten. Dalam aspek tersebut masih terkendala dalam sinkronisasi data luasan sawah yang masih berbeda-beda antar instansi maupun dalam tingkat Kabupaten/Kota dan Provinsi.
