Abstract
ABSTRACT Yessy Tia Andari. 6661150104. 2022. Implementation of Presidential Instruction Number 9 of 2016 concerning Vocational High School Revitalization (Case: Revitalization of State Vocational High School 1 Kragilan). Public Administration Study Program. Faculty of Social Science and Political Science. Sultan Ageng Tirtayasa University. Advisor 1: Dr. Sapto Nugroho, S.Sos., M.Si. Advisor 2: Leo Agustino, Ph.D The government seeks to accelerate the improving quality of Vocational Schools, one of which is through the issuance of Presidential Instruction Number 9 of 2016 concerning Revitalization of Vocational High Schools in the Context of Improving the Quality and Competitiveness of Indonesian Human Resources, especially at SMKN 1 Kragilan. This research was conducted to find out how the implementation of Presidential Instruction 9/2016 using a qualitative approach. The theory used is the theory of policy implementation developed by Van Meter Van Horn. Data collection techniques used are interviews, observation, and documentation. The data analysis used is the Miles and Huberman model. The results of the study show that almost all implementing agents involved in the implementation of Presidential Instruction 9/2016 have a comprehensive understanding of Presidential Instruction 9/2016. However, there is still a lack of budget allocations that can improve the competence of teachers and students, as well as improve the quality of the curriculum and teaching and learning process carried out. There is also a need for continuous guidance and coordination between the central government, regional governments, regional apparatus organizations, and other implementing agencies to continue to maintain good characteristics in supporting the implementation of policies. The government should be able to further improve communication and coordination with industry players. The government has full responsibility to maintain full economic stability to optimize the success of achieving the revitalization policy of SMKN 1 Kragilan based on Presidential Instruction 9/2016. Dosen Pembimbing 2: Leo Agustino, Ph.D Pemerintah berupaya melakukan percepatan dalam meningkatkan kualitas SMK, salah satunya melalui penerbitan Instruksi Presiden Nomor 9 Tahun 2016 tentang Revitalisasi Sekolah Menengah Kejuruan dalam Rangka Peningkatan Kualitas dan Daya Saing Sumber Daya Manusia Indonesia khususnya di SMKN 1 Kragilan. Penelitian ini dilakukan untuk mengetahui bagaimana implementasi Inpres 9/2016 dengan menggunakan pendekatan kualitatif. Teori yang digunakan adalah teori implementasi kebijakan yang dikembangkan oleh Van Meter Van Horn. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Analisis data yang digunakan adalah model Miles dan Huberman. Hasil penelitian menunjukan bahwa hampir seluruh agen pelaksana yang terlibat dalam implementasi Inpres 9/2016 telah memahami secara komprehensif terkait inpres 9/2016. Tetapi masih kurangnya alokasi anggaran yang dapat meningkatkan kompetensi pengajar maupun peserta didik, serta meningkatkan kualitas kurikulum dan proses belajar mengajar yang dilakukan. Diperlukan juga pembinaan dan koordinasi secara berkesinambungan antara pemerintah pusat, pemerintah daerah, organisasi perangkat daerah, dan para agen pelaksana lainnya agar dapat terus mempertahankan karakteristik yang baik dalam mendukung terlaksananya implementasi kebijakan. Pemerintah seharusnya dapat lebih lagi meningkatkan komunikasi dan koordinasi dengan pelaku industri. Pemerintah memiliki tanggung jawab penuh untuk menjaga stabilitas ekonomi secara penuh agar mengoptimalisasi keberhasilan pencapaian kebijakan revitalisasi SMKN 1 Kragilan berdasarkan Inpres 9/2016.
