Abstract

Vira Oktaviani , NIM : 6661150049, Skripsi Evaluasi Peraturan Daerah Kota Serang Nomor 13 Tahun 2014 Tentang Penyelenggaraan Perhubungan Pasal 22-23 (studi kasus angkutan umum dikota serang). Program Studi Administrasi Publik, Fakultas Ilmu social dan politik, universitas sultan ageng trtayasa. Pembimbing I: Riswanda PhD Pembimbing II: Drs, Hasuri Waseh,SE.,M.Si. Penyelenggaraan pelayanan angkutan orang dengan kendaraan angkutan umum dalam Trayek di Kota Serang berlandaskan pada Peraturan Daerah Kota Serang Nomor 13 tahun 2014 tentang penyelenggaraan perhubungan pada pelaksaannya.Penyelenggaraan angkutan umum tersebut menemui berbagai permasalahan seperti belum tertibnya jalur yang di lalui angkutan umum di Kota Serang, lemahnya pengawasan dari Dinas Perhubungan Kota Serang, kurangnya tenaga kerja dilapangan dan PPNS di Dinas PerhubunganKota Serang belum adanya sanksi yang jelas dan sarana yang masih kurang memadai, untuk mengkaji masalah yang muncul, peneliti menggunakan Teori Evaluasi Kebijakan Publik menurut Nurcholis (2007:227). Tujuan penellitian ini untuk mengetahui proses kebijakan tersebut dan faktor- faktor apa saja yang menghambat dalam pelaksanaannya, peneliti ini menggunakan metode kuallitatif deskriptif dan peneliti bertindak sebagai instrumentpenelitian. Data diperoleh melalui wawancara, observasi dan studi dokumentasi serta metode penelusuran data online. Proses analisis data menggunakan model yang dikemukakan oleh Miles dan Hubermen (2009). Prosedur pengujian keabsahan data dilakukan dengan triangulasi dan mengadakan membercheck, Hasil penelitian menunjukan bahwa evaluasi peraturan daerah kota serang nomor 13 tahun 2014 masih belum maksimal karena masih kurangnya sikap empati dari para supir angkutan umum. Serta kurangnya dukungan social dari sasaran kebijakan. Kata Kunci : Evaluasi Kebijakan, Peraturan Daerah Kota Serang, Angkutan umum, Kebutuhan. This researcher uses a descriptive qualitative method and the researcher acts as a research instrument. Data obtained through interviews, observation and documentation studies as well as online data retrieval methods. The data analysis process uses the model proposed by Miles and Hubermen (2009). The procedure for testing the validity of the data is done by triangulation and conducting mmbercheck. The results show that the evaluation of the Serang City regional regulation number 13 of 2014 is still not optimal because there is still a lack of empathy from public transport drivers.
