Abstract
ABSTRACT The purpose of this study is to determine the low level of society in the province of Banten, especially the people of Lebak district. This research was conducted in five locations, namely the Banten Provincial Library and Archives Service, Banten Province Education and Culture Office, Saidja Adinda Public Library, Lebak Regency, Sajira Mekar Village Library, and TBM Kedai Process. This study uses a qualitative approach with a descriptive method. Data collection techniques in this study used interview, observation and documentation techniques. The results showed that the literacy level in Banten province, especially in Lebak district, was to know the inhibiting and supporting factors of literacy, as well as the role of the government in growing community literacy. Where the inhibiting factors for the literacy movement are reading habits that have not been started from home, increasingly sophisticated technological developments, facilities and infrastructure, and the availability of funds. To support the literacy movement, namely infrastructure and reading materials. For the role of the government itself, namely parents take the main role, libraries are more innovative in providing reading materials, cooperation with the government, writers, and publishers, holding literacy competitions, forming literacy communities, and conducting training. The conclusion in this study is that the role of parents, society, and government is very important to improve literacy. Keywords: Public Service, Library, Literacy
