Abstract

ABSTRAK Krisna Eka Sampurna, NIM. 6670160109, Dampak Sosial Ekonomi Pembangunan PT Cemindo (industri semen) pada kelompok Nelayan di Desa Bayah Barat Kecamatan Bayah Kabupaten Lebak, Pembimbig I: Anis Fuad, S.Sos, M.si, Pembimbing II : Shanty Kartika Dewi, S.IP, M.si. Ilmu Pemerintahan, Fakultas Ilmu Sosial dan Ilmu Politik, UNiversitas Sultan Ageng Tirtayasa, 2021. PT Cemindo Gemilang adalah perusahaan yang bergerak dalam bidang pembuatan semen premium di indonesia, didirikannya PT Cemindo Gemilang merupakan bagian dari program MP3EI ( Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia). Keberadaan Pelabuhan PT Cemindo Gemilang di Kecamatan Bayah menyebabkan terjadinya dampak sosial dan ekonomi bagi masyarakat sekitar khususnya nelayan. Teori yang digunakan dalam penelitian ini teori menurut Carley dan Bustelo yang menjelaskan dampak sosial ekonomi. Metode penelitian yang digunakan oleh peneliti yaitu metode kualitatif dengan pendekatan deskriptif. Hasil dari penelitian menunjukkan bahwa pembangunan PT Cemindo Gemilang berdampak kepada kehidupan sosial masyarakat yaitu debu yang di hasilkan dari aktivitas Pelabuhan PT Cemindo Gemilang Bayah menganggu kesehatan masyarakat sekitar seperti membuat mata perih dan gangguan pernafsan. selain itu dari pihak perusahaan telah memberikan bantuan langsung kepada masyarakat melalui program CSR (corporate social responsibilty) yang bertujuan untuk membantu masyarakat secara umum. Dampak ekonomi yaitu menurunnya pendapatan nelayan akibat telah tercemarnya pesisir pantai di Kecamatan Bayah, selain itu meningkatkan pendapatan bagi pedagang yang berjualan di area sekitar Pelabuhan PT Cemindo Gemilang Bayah, timbulnya usaha baru yang memberikan keuntungan bagi masyarakat yang membuka usaha seperti warung makan, kontrakan dan lainnya. Serta PT Cemindo Gemilang Bayah sudah memberikan lapangan pekerjaan bagi masyarakat lokal dan khusus buat masyarakat nelayan yang dipekerjaan di pelabuhan walaupun belum terserap secara maksimal tenaga kerja dari DesaBayah Barat. University of sultan ageng tirtayasa PT Cemindo Gemilang is a company engaged in the manufacture of premium cement in Indonesia, the establishment of PT Cemindo Gemilang is part of the MP3EI program (Masterplan acceleration and expansion of Economic Development of Indonesia). The existence of PT Cemindo Gemilang Port in Bayah Sub-district causes social and economic impacts for the surrounding community, especially fishermen. The theory used in this study is a theory according to carley and bustelo that explain the sosial economi impact.The research method used by researchers is qualitative method with descriptive approach. The results of the research showed that the development of PT Cemindo Gemilang has an impact on people's social life, namely dust produced from the activities of PT Cemindo Gemilang Bayah Port disrupting the health of the surrounding community such as making sore eyes and respiratory disorders. in addition, the company has provided direct assistance to the community through CSR (corporate social responsibilty) programs aimed at helping the public in general. The economic impact is the decrease in fishermen's income due to the polluted coastline in Bayah Sub-district, in addition to increasing revenue for traders who sell in the area around the Port of PT Cemindo Gemilang Bayah, the emergence of new businesses that provide benefits for people who open businesses such as food stalls, contractions and others. And PT Cemindo Gemilang Bayah has provided jobs for the local community and specifically for the fishing community who are employed in the port even though it has not been absorbed to the maximum of labor from West Bayah Village.
