Abstract
The purpose of this study is to discuss the banning of Tempo Magazine during the New Order era in 1994. The method in this study uses historical methods, including: heuristics (data collection), source criticism, interpretation, and historiography. The results of the study show that the condition of the press before 1994 was an era of openness which was heralded by President Suharto in his introductory speech to the 46th Indonesian Independence Day on August 16, 1991, almost all mass media seemed enthusiastic in covering or voicing facts in society. Tempo magazine is informative and articulative, presenting news from the Minister of Finance (Mar'ie Muhammad) and the Minister of Research and Technology (B.J Habibie). The conflict over the purchase of 39 used warships belonging to East Germany at a price of USD 319 million which were heavily damaged, Tempo Magazine stated that the price of the ships was 62 times. President Soeharto as the head of state even gave strong warnings and threats against this media. According to the President, the news was an attempt by the press to confuse the situation. On June 21, 1994, the Minister of Information, Harmoko, issued SK NO 123/KEP/MENPEN/1994 as a decree for the banning of Tempo magazine. As a result of the banning of Tempo magazine in 1994, a solidarity action emerged from the press industry, which was formed by the Indonesian Journalists Alliance (AJI) on August 7, 1994. Around 60 journalists gathered and signed the Sirnagalih Declaration in Bogor.

| Additional Information: | Skripsi ini membahas mengenai pembredelan majalah Tempo pada tahun 1994. Penelitian ini bertujuan untuk menjelaskan peristiwa pembredelan pers yang dilakukan pada masa Orde Baru, khususnya terhadap majalah Tempo yang menyuarakan lewat pemberitaannya tentang pembelian kapal bekas Jerman Timur. Metode dalam penelitian ini menggunakan metode sejarah, meliputi: heuristik, kritik sumber, intepretasi, dan historiografi. Hasil penelitian menunjukan kondisi pers sebelum tahun 1994 merupakan era keterbukaan yang di gemborkan oleh Presiden Soeharto pada pidato pengantar HUT RI ke-46 tanggal 16 Agustus 1991, hampir seluruh media massa terlihat bergairah dalam meliput atau menyuarakan fakta dalam masyarakat. Majalah Tempo bersifat informatif dan artikulatif menyajikan berita Menteri Keuangan (Mar’ie Muhammad) dengan Menteri Riset dan Teknologi (B.J Habibie). Konflik tentang pembelian 39 kapal perang bekas milik Jerman Timur dengan harga USD 319 juta yang kondisinya rusak berat. Akibat pemberitaan tersebut, Presiden Soeharto memberikan ancaman keras pada Tempo. Pemerintah mengeluarkan SK NO 123/KEP/MENPEN/1994 sebagai surat keputusan pemberedelan majalah Tempo. Dampak dari pemberedelan majalah Tempo pada tahun 1994, muncul aksi solidaritas dari rahim industri pers lahir organisasi Aliansi Jurnalis Indonesia (AJI) pada tanggal 7 Agustus 1994. | |||||||||
