Abstract

ABSTRAK NAHRUL HAYATI. 6670160024. 2021. Efektivitas Program Keluarga Berencana dalam Menekan Laju Pertumbuhan Penduduk di Kota Serang. Program Studi Ilmu Pemerintahan. Fakultas Ilmu Sosial dan Ilmu Politik. Dosen Pembimbing I : Dr. Titi Stiawati, M. Si Dan Dosen Pembimbing II : Gilang Ramadhan, M.A Salah satu upaya yang dilakukan oleh pemerintah untuk dapat mengendalikan jumlah penduduk di Kota Serang yaitu melalui adanya Program Keluarga Berencana atau Program KB dengan menggunakan Alat Kontrasepsi. Sehinggga penulis melakukan penelitian yang bertujuan untuk mengetahui Efektivitas Program Keluarga Berencana dalam Menekan Laju Pertumbuhan Penduduk di Kota Serang. Penelitian ini dilakukan di Dinas Pemberdayaan Perempuan, Perlindungan Anak, dan Keluarga Berencana (DP3AKB) Kota Serang dan kepada masyarakat secara langsung. Metode yang dilakukan dalam penelitian ini yaitu metode desktiptif dengan pendekatan kualitatif. Pada penelitian ini, penulis menggunakan analisa teori berdasarkan indikator efektivitas menurut (Subagio, Ahmad (2000) dalam Budiani, 2007:53). Hasil penelitian lapangan menunjukan bahwa Program Keluarga Berencana sudah berjalan Cukup Efektif dalam menekan Laju Pertumbuhan Penduduk di Kota Serang. Hal ini dapat di lihat dari hasil wawancara dengan DP3AKB Kota Serang dan PUS, serta adanya data penunjang lainnya seperti penurunan presentase laju pertumbuhan penduduk sejak tahun 2015 hingga 2019, penurunan total fertility rate (TFR) tahun 2015 sampai tahun 2018, ketercapaian target peserta KB baru sejak 2017 hingga 2019 menjadi bukti dalam keberhasilan tujuan program. Akan tetapi, terdapat salah satu tujuan program yang tidak mencapai pada target yang telah direncanakan sebelumnya, yaitu Jumlah peserta KB aktif sejak tahun 2017 hingga 2019 karena berbagai kendala saat di lapangan. So that the authors conducted a study that aims to determine the effectiveness of the family planning program in suppressing the population growth rate in Serang City. This research was conducted at the Office of Women's Empowerment, Child Protection and Family Planning (DP3AKB) Serang City and directly to the community. The method used in this research is descriptive method with a qualitative approach. In this study, the authors used theoretical analysis based on effectiveness indicators according to (Subagio, Ahmad (2000) in Budiani, 2007: 53). The results of field research show that the Family Planning Program has been running quite effectively in suppressing the Population Growth Rate in Serang City. This can be seen from the results of interviews with the DP3AKB of Serang City and PUS, as well as the presence of other supporting data such as a decrease in the percentage of population growth from 2015 to 2019, a decrease in the total fertility rate (TFR) from 2015 to 2018, the achievement of targets for new family planning participants. from 2017 to 2019 is proof of the success of the program objectives. However, there is one program objective that did not reach the pre-planned target, namely the number of active family planning participants from 2017 to 2019 due to various obstacles in the field.
