Abstract

Animal welfare in Indonesia is something that is rarely published in the media so that people's knowledge about Animal Welfare is still very minimal. Therefore, the researcher tries to examine this issue more deeply, especially in this study, namely the dolphin show in Indonesia. This study aims to determine and analyze the extent to which the role of JAAN (Jakarta Animal Aid Network) in dealing with Animal Welfare, especially in influencing government policy (Ministry of Environment and Forestry) regarding dolphin Animal Welfare in the case of mobile dolphin shows. This research uses a qualitative research method with a type of case study that limits the problem in more depth about the role of JAAN in handling dolphin shows in 2020. This research refers to two theories, namely Equality Utilitarianism Ethics (Peter Singer) and Governance: Decision Making. Based on the analysis of the data obtained, the results of the study show that equality Utilitarianism Ethics that makes JAAN motivated in Animal Welfare, especially in this study are dolphins, which then this movement raises the role or contribution of JAAN in handling dolphin shows such as lobbying and discuss with the government (Ministry of Environment and Forestry), create a Stop Circus Lumba campaign to raise awareness and educate the public, provide solutions to the government and carry out an MoU (Momerandum Of Understanding) or what is often called a memorandum of understanding with the Ministry of Environment and Forestry of the Republic of Indonesia with Directorate General of Natural Resources and Ecosystem Conservation. The efforts made by JAAN bore fruit with the government (KLHK), which finally moved them to make a decision about stopping dolphin shows or roving performed by licensed Conservation Institutions in Indonesia.
