Abstract

M.Si Dan Dosen Pembimbing II : Wahyu Kartiko Utami, S.IP, M.A. Penelitian ini membahas terkait implementasi program kebun bibit rakyat di Provinsi Banten tahun 2019. Program Kebun Bibit Rakyat merupakan program pemerintah berupa bantuan dana kepada masyarakat untuk mengelola sendiri bibit tanaman dari masa awal pembibitan hingga masa tanaman siap panen. Adanya Program Kebun Bibit Rakyat bertujuan untuk menjawab permasalahan masyarakat akan mahalnya mendapatkan bibit yang berkualitas sekaligus bertujuan untuk menjaga keseimbangan lingkungan, meningkatkan kesejahteraan masyarakat dan pemberdayaan masyarakat. Permasalahan kurang maksimalnya kinerja dari tenaga kerja pendamping serta masih kurangnya jumlah tenaga penyuluh kehutanan di Banten.Kelompok tani yang masih kurang paham tentang Program Kebun Bibit Rakyat, dan belum maksimalnya komunikasi antar pihak-pihak yang terkait. Penelitian ini membahasa tentang bagaimana proses pengimplementasiaan program kebun bibit rakyat di Provinsi Banten tahun 2019 dengan menggunakan teori dari Van Metter dan Van Horn, yang terdiri dari : 1) ukuran dasar dan tujuan kebijakan; 2) sumber daya; 3) karakteristik agen pelaksana; 4) sikap/kecenderungan (disposition) para pelaksana; 5) komunikasi antarogranisasi dan aktivitas pelaksana; 6) lingkungan ekonomi, sosial dan politik. Adapun metode penelitian yang digunakan metode penelitian kualitatif deskriptif.Hasil penelitian ini menunjukan bahwa implementasasi program kebun bibit rakyat di Provinsi Banten cukup dikatakan berjalan dengan baik.Hal ini dapat dilihat melalui keenam indikator keberhasilan program yang mampu memenuhi kriterianya. Programthe community seed garden, is a government program in the form of financial assistance to the community to manage their own plant seeds from the initial seedling period until the plants are ready to harvest. the existence of this program aims to answer the community's problem of the high cost of obtaining quality seeds while at the same time aiming to maintain environmental balance, improve community welfare and community empowerment. Problems with the less than optimal performance of the companion workforce and the lack of forestry extension workers in Banten, farmer groups who still do not understand the farm seeds garden, and the lack of communication between people.Related parties. This study discusses the process of implementing the community seed garden program in Banten Province in 2019 using the theory of Van Metter and Van Horn, which consists of: 1) basic measures and policy objectives; 2) resources; 3) characteristics of implementing agents; 4) attitude/tendency (disposition) of the implementers; 5) communication between organizations and implementing activities; 6) economic, social and political environment. The research method used is descriptive qualitative research method. The results of this study indicate that the implementation of the community seeds garden program in Banten Province is said to be running well.
